Where to find two-room apartments under 110,000 euros and where the threshold is exceeded | History analysis

Apartment prices in Romania's major cities – taking into account both new and old homes – registered an average increase of 16% in February 2026 compared to the same period last year. Data is based on analysis of average asking prices in ads published on History – the most visited real estate platform in Romania. Cluj-Napoca remains the most expensive city in the country, but with an average price slightly lower than in January, at 3,264 euros/m2, followed by Bucharest, with an average of 2,373 euros/m2 and Brașov (2,336 euros/m2).
In the segment of new apartments, the highest percentage price increases, from one year to the next, were recorded in Bucharest (18%), followed by Timișoara (15%) and Craiova (12%). For old apartments, the highest annual increases were 23% in Bucharest, 18% in Craiova and 10% in Timișoara and Brașov. Compared to the previous month, prices remained largely stable for both new and old homes.
At the level of two-room apartments, the differences between cities and between new and old homes become very clear when they are reported at the 110,000 euro threshold.
According to Storia's analysis, in the segment of new homes, below this level are Iasi (97,656 euros), Sibiu (101,816 euros), Oradea (102,804 euros), Timișoara (105,820 euros), Bucharest (107,536 euros), Craiova (108,264 euros) and Constanța (108,680 euros), while Brașov (119,912 euros) and Cluj-Napoca (169,624 euros) exceed the threshold of 110,000 euros.
In the case of old apartments, six of the analyzed cities remain below the price of 110,000 euros, respectively Oradea (93,756 euros), Timișoara (100,568 euros), Sibiu (101,036 euros), Iași (102,700 euros), Craiova (108,888 euros) and Constanța (109,304 euros), while Brașov (121,888 euros), Bucharest (135,928 euros) and Cluj-Napoca (169,832 euros) are above this threshold. The highest values are found in Cluj-Napoca, regardless of the type of housing, while Oradea and Iași remain the cheapest markets in the segment of old and new housing, respectively.
“The data from the first months of the year indicate a more attentive and selective market. The interest of buyers remains present – people search, analyze and compare more, which is reflected by the stability of the number of views and the slightly longer life of ads. At the same time, the decision to contact sellers is made more cautiously, especially after a start of the year influenced by the large number of holidays. On the supply side, we see a slight restriction, especially in the housing segment new, which keeps the pressure on prices in the big cities. In this context, Bucharest, Craiova and Timișoara concentrate the most visible increases, while other markets register more moderate developments or enter a stabilization zone,” he said Monica Dudău, Head of Marketing Real Estate Europe, OLX Group (History and OLX Real Estate in Romania).
To find out the approximate value of apartments for sale according to the type of housing, we have taken into account the legal minimum areas for studios and two- and three-room apartments, as mentioned in Annex 1 of Law 114 of October 11, 1996, also known as the “Housing Law”. Specifically, the legal minimum area is 37 square meters useful for a studio, 52 square meters for a two-room apartment and 66 square meters for a three-room apartment.
What are the prices of apartments for sale in the main cities in the country
BUCHAREST
The capital continues to record the biggest differences between old and new apartments. In February 2026, the average asking price was 2,068 euros/sqm for new apartments, 18% more than in February 2025 and 1% above the level of January 2026, respectively 2,614 euros/sqm for old apartments, up 23% from one year to another and 1% from the previous month.

Thus, a studio apartment in a new building costs approximately 76,516 euros, while an old one reaches 96,718 euros, the difference being more than 20,000 euros. For a two-room apartment, the price is 107,536 euros (new) and 135,928 euros (old), and for three rooms, 136,488 euros (new) and 172,524 euros (old).
BRAŞOV
In Brașov, the average asking price in February 2026 was 2,306 euros/sq m for new apartments, 4% more than in February 2025 and 2% above the January level, while old apartments had an average price of 2,344 euros/sq m, up 10% year-on-year and 1% from the previous month. The differences between the two segments remain small.

Compared to the minimum legal surfaces, a studio apartment in a new building costs approximately 85,322 euros, and an old one 86,728 euros. For a two-room apartment, the price is 119,912 euros (new) and 121,888 euros (old), and for three rooms, 152,196 euros (new) and 154,704 euros (old).
CLUJ-NAPOCA
Cluj-Napoca remains the most expensive city in the country. In February 2026, the average asking price was 3,262 euros/sqm for new apartments, 7% more compared to the same month last year and at a similar level to that of January 2026, respectively 3,266 euros/sqm for old apartments, up 8% from one year to another, but 1% below the level of the previous month.

A studio apartment in a new building costs approximately 120,694 euros, and an old one 120,842 euros. For two rooms, the price is 169,624 euros (new) and 169,832 euros (old), and for three rooms, 215,292 euros (new) and 215,556 euros (old).
CONSTANT
In Constanța, the average asking price in February 2026 was 2,090 euros/sq m for new apartments, 5% more than in February 2025 and 1% above the January level, while old apartments reached 2,102 euros/sq m, up 8% year-on-year and 1% from the previous month.

The differences are minimal between the two segments. A studio apartment in a new building costs approximately 77,330 euros, and an old one 77,774 euros. For two rooms, the price is 108,680 euros (new) and 109,304 euros (old), and for three rooms, 137,940 euros (new) and 138,732 euros (old).
CRAIOVA
In Craiova, new apartments had an average price of 2,082 euros/sqm in February 2026, 12% more compared to February 2025 and at a similar level to the previous month, while old apartments reached 2,094 euros/sqm, up 18% year-on-year and 2% compared to January 2026.

A studio apartment in a new building costs approximately 77,034 euros, and an old one 77,478 euros. For two rooms, the price is 108,264 euros (new) and 108,888 euros (old), and for three rooms, 137,412 euros (new) and 138,204 euros (old).
IASI
In Iași, the average asking price in February 2026 was 1,878 euros/sq m for new apartments, 10% more than in February 2025 and 1% above the January level, while old apartments reached 1,975 euros/sq m, up 6% year-on-year and similar to the previous month.

A studio apartment in a new building costs approximately 69,486 euros, and an old one 73,075 euros. For two rooms, the price is 97,656 euros (new) and 102,700 euros (old), and for three rooms, 123,948 euros (new) and 130,350 euros (old).
ORADEA
In Oradea, new apartments had an average price of 1,977 euros/sqm in February 2026, 7% more compared to February 2025 and at a similar level to the previous month, and the old ones 1,803 euros/sqm, increasing by 6% from one year to another and by 1% compared to January 2026.

A studio apartment in a new building costs approximately 73,149 euros, and an old one 66,711 euros. For two rooms, the price is 102,804 euros (new) and 93,756 euros (old), and for three rooms, 130,482 euros (new) and 118,998 euros (old).
SIBIU
In Sibiu, the average asking price in February 2026 was 1,958 euros/sqm for new apartments, 9% more than in February 2025 and at a similar level to January, while old apartments reached 1,943 euros/sqm, up 5% year-on-year and 1% compared to the previous month.

A studio apartment in a new building costs approximately 72,446 euros, and an old one 71,891 euros. For two rooms, the price is 101,816 euros (new) and 101,036 euros (old), and for three rooms, 129,228 euros (new) and 128,238 euros (old).
TIMISOARA
In Timișoara, new apartments had an average price of 2,035 euros/sqm in February 2026, 15% more compared to February 2025 and at a similar level to the previous month, and the old ones 1,934 euros/sqm, increasing by 10% from one year to another and by 1% compared to January 2026.

A studio apartment in a new building costs approximately 75,295 euros, and an old one 71,558 euros. For two rooms, the price is 105,820 euros (new) and 100,568 euros (old), and for three rooms, 134,310 euros (new) and 127,644 euros (old).
The Storia analysis shows that, in February 2026, the residential market in Romania remains active, with visible increases from one year to the next in most large cities, especially in Bucharest, Craiova and Timișoara, but also with increasingly visible differences between new and old apartments.
