The Legislative Assembly of the Krasnoyarsk Territory discussed the responsibility of business

In the Legislative Assembly of the Krasnoyarsk Territory, the Committee on Economics and Tax Policy discussed existing and new tools for assessing enterprises from the point of view of responsible business conduct.

The business reputation index of business entities (ECG rating) in Russia appeared in 2024. This is a comprehensive assessment of the level of reliability, social and environmental responsibility. It is carried out in three directions: “Ecology”, “Personnel”, “State”. The vast majority of regional enterprises and organizations are already participating in the rating.

The rating is used to implement a new government policy instrument – the Social Capital Business Standard (SBBS). At the regional level, these indicators are also important for the implementation of state policy. Among the points outlined by Governor Mikhail Kotyukov are family-centricity, increasing labor productivity and interethnic harmony, the exceptional value of which should be included in the social responsibility index as a regional component.

Work has now begun in the region to change the regulatory framework. In December last year, parliament in the first reading adopted the draft law “On the development of responsible business in the Krasnoyarsk Territory.” The document was developed on the initiative of the chairman of the committee, Yegor Vasiliev. The draft law involves the use of ECG rating and SOCB assessment format tools to assess enterprises and organizations for meeting the criteria of a responsible business entity.

The discussion was attended by the chairman of the committee Egor Vasiliev, vice-speaker Dmitry Sviridov, deputies Vladimir Vakhtel, Dmitry Dmitriev, Vitaly Drozdov, Andrey Ignatenko, Yuri Zakharinsky, Maxim Zolotukhin, Sergey Zyablov, Viktor Kardashov, Alexander Novikov, Alexey Tumanin.

Deputy Chairman of the Legislative Assembly Dmitry Sviridov noted: “The law is very important for our industrialized region. If large companies already have experience in working in such systems, then SMEs have yet to join it, so the assessment system must be absolutely transparent and understandable.”

At the committee, the head of the regional agency for the development of small and medium-sized enterprises Roman Martynov, deputy general director of the ANO “Public Capital” Ekaterina Kopaeva, Commissioner for the Protection of the Rights of Entrepreneurs in the Krasnoyarsk Territory Olga Zagitova, representatives of the prosecutor's office, public organizations “Support of Russia” and “Business Russia”, the Union of Industrialists and Entrepreneurs of the Krasnoyarsk Territory, “Central Siberian Commercial and Industrial chambers.” They concerned specific evaluation criteria and measures to support businesses, including small and medium-sized ones.

Egor Vasiliev: “The whole country is now mobilized to achieve common national goals. In order for not only state institutions, but also commercial companies to be involved in the process, we need tools for assessing their socially significant activities. These tools must be objective, transparent and generally accepted. For many years, such tools were not Russian developments, but various world ratings and standards. Now, obviously, it’s a different time, there should be our Russian standard, not ESG, but an ECG agenda.”

The chairman of the committee noted that there were a lot of proposals for the bill. There is significant interest from the business community, which is ready to participate in such a rating and understands: although this entails additional responsibility, it also provides an opportunity to adopt best practices and become more socially oriented.
