Where do Ukrainians set up companies? JDG map

There are more and more Ukrainian companies in Poland. In 2025, Ukrainian citizens established 31.4 thousand companies in our country. sole proprietorships (JDG) – according to data from the Central Registration and Information on Economic Activity (CEIDG). This represents 12 percent. all new JDGs registered in the country – we read in the “Economic Weekly” of the Polish Economic Institute (PIE).

The largest number of new Ukrainian companies were established in the following voivodeships: Masovian (28%), Lower Silesian (14%) and Lesser Poland (12%). In these three voivodeships, Ukrainian citizens registered 52 percent. JDG. For comparison, in these three regions Polish entrepreneurs established a total of 35 percent. all new JDGs in 2025
In turn, the largest share of Ukrainian JDGs among all newly established companies was registered in the voivodeship:
- Świętokrzyskie (26%),
- Lower Silesia (19%),
- Masovian Voivodeship (18%).
The smallest share was recorded in the Silesian (1%) and Podlaskie (2%) voivodeships.
Construction, services and IT – the most popular industries among Ukrainian companies
Ukrainian entrepreneurs most often decided to operate in the sector:
- construction (24%),
- service (14%),
- telecommunications and computer programming industry (13%).

However, the industry structure varies depending on the region. The largest percentage of construction companies run by Ukrainian citizens was registered in the Lublin Voivodeship (39%), West Pomeranian Voivodeship (32%) and Podlaskie Voivodeship (29%).
In turn, telecommunications and programming services are particularly popular in the Lesser Poland Voivodeship (28%), which significantly exceeds the national average.
In the Podlaskie (23%) and Kujawsko-Pomorskie (22%) voivodeships, more than one in five Ukrainian JDGs operate in the service sector (the national average is approximately 10%). The Pomeranian Voivodeship is distinguished by a high share of companies from the accommodation and catering sectors (11% compared to the national average of 4%).

What do Polish entrepreneurs say about Ukrainian companies?
The MIK study conducted in February shows that in all voivodeships, Polish entrepreneurs more often assess the impact of the activities of Ukrainian companies on competitiveness in the industry as minor rather than significant.
In the Warmian-Masurian Voivodeship, as much as 75 percent surveyed companies found the influence of Ukrainian entrepreneurs to be small. Similar opinions were also dominant in the Podlaskie (72%) and Lower Silesian (60%) voivodeships. In turn, in the Lubuskie, Opole and West Pomeranian Voivodeships, only slightly over one third of companies declared a weak or very weak impact on market competitiveness.
