The development of a care system for the elderly and disabled is being discussed in the Krasnoyarsk Territory

A meeting of the regional government was held in the Krasnoyarsk Territory on the development of a long-term care system for the elderly and disabled.
Prime Minister Alexei Medvedev explained that in the region more than 27 thousand citizens need constant care. Therefore, the region has become involved in the implementation of a long-term care system for the elderly and disabled. It was created on behalf of the President of Russia. It involves social services and medical care at home – in stationary and semi-stationary form, with the involvement of patronage services and caregivers, as well as support for family care.
Minister of Social Policy of the Krasnoyarsk Territory Irina Pastukhova said that since 2022, related care schools have been created in social service centers in 58 institutions, where volunteers and relatives of patients are trained. During this period, 5,642 people were trained. There are also day care groups for older citizens with mild and moderate cognitive disorders, rental points for rehabilitation equipment have been created, and care assistant services have been organized at comprehensive social service centers. Currently, 478 people have already been employed as such assistants, more than half of whom are relatives of recipients of the system’s services.
Currently, long-term care services have been provided to 891 residents of the region, including 613 people receiving them at home.
“In general, the free social package of support provided includes 50 different services: support for nutrition, personal hygiene, mobility, health and social activity. The long-term care system provides a decent quality of life with a possible level of self-realization, independence and active activity for elderly people, people with disabilities, as well as caring relatives,” the government notes.
The system is currently operating in pilot mode and is gradually expanding its coverage of services. In 2026, the system was extended to three municipalities – Krasnoyarsk, Divnogorsk and Sosnovoborsky municipal district, as well as 5 institutions – comprehensive social service centers “Berezovsky”, “Divnogorsky”, “Kirovsky”, “Tsentralny” and “Sosnovoborsky”. Veterans of special military operations now receive priority participation rights.
Alexey Medvedev noted the insufficient coverage of support for people in need. According to him, good practice has been developed, but the number of recipients of services is still small, only a few municipalities are covered.
“It is obvious that other support mechanisms are needed: expanding the practice of public-private partnerships, using the resources and space of other budgetary institutions, in addition to social ones, and other ways to provide care for people who are in dire need of it,” explained the Prime Minister.
First Deputy Governor of the region Sergei Ponomarenko called for more active involvement of socially oriented non-profit organizations. Chairman of the Committee on Social Policy and Health Protection of the Legislative Assembly of the region Ilya Zaitsev drew attention to the possibility of expanding the practice of foster families. This will allow relatives caring for the elderly to receive additional compensation.
The Commissioner for Human Rights in the Krasnoyarsk Territory, Mark Denisov, in turn, noted that the public sector will still remain the main provider of support for this category of citizens. At the same time, the number of people in need of constant care will only increase in the future. Therefore, it is necessary to raise the question of building new social institutions of a stationary type.
As a result of the discussion, a number of instructions were given aimed at further developing the practice of continuous care. This will include an inventory of the freed up space in district clinics for the creation of palliative services; the possibility of changing legislation allowing relatives to provide care within foster families and other instructions has been explored.
In addition, at a meeting of the regional government, a quota was established to ensure the need for recreation for children with disabilities in state and municipal recreation organizations for 2026. Thus, the size of the established quota will ensure the need for rest and health improvement for at least 5,240 children with disabilities and disabilities living in the region (last year the quota was 5,051 people).
