Vitcoff at least four times visited Russia with official visits, the last time at the end of April. According to Financial Times, in May Vitkoff allegedly had to visit the Russian Federation for the fifth time, but the visit was canceled, because Putin refused to discuss the peace plan at 22 points proposed by the United States.
On July 14, the head of the White House stated that he was “very disappointed” by Putin’s actions. Trump threatened that if Moscow does not agree to negotiations within 50 days, then the United States will introduce 100 percent secondary duties against the Russian Federation. On July 29, he reduced this period to 10 days.
Trump said on July 31 that Vitcoff would visit Moscow after a visit to Israel. The American president did not bring other details then.
On August 3, Trump said that Witkoff will go to the Russian Federation on August 6 or 7. Journalists asked what the message of Vitcoff Moscow will be and whether there is something that Russia can do to avoid sanctions. Sources informed Kyiv Post that the Russians proposed a trip to Witkoff. The visit received approval, despite Trump's original skepticism. The president allegedly told advisers that he considered this trip “useless.”
