Major changes for RCA policies: revised bonus-malus and tougher penalties

Important changes will take place on the RCA policy market, with sources close to the discussions stating that the Financial Supervisory Authority (ASF) would already be working on amending the rule of rule 20/2017.

Although the FSA officially communicated that “do not comment on a topic in progress”information has already appeared regarding the change in the rule, especially regarding the bonus-malus system. The most important change concerns the bonus-malus system, according to economica.net sources, who stated that drivers who reach the maximum malus will pay up to three times the basic rate for RCA, compared to an extra 80% as it currently is. In addition, the increase in the number of bonus and malus classes, from eight at present, to 14 bonus classes and 12 malus classes is taken into account.

The cited sources claim that there will be more severe penalties for accidents, with two classes lost for each property damage accident, and four classes lost for bodily injury.

If the driver who caused the accident is caught drinking alcohol, on top of the above penalties, he will lose two more classes.

Other provisions that could be introduced relate to group RCA and the transfer of classes between family members. That is, the policy will be made for the family, including all members who have a driver's license, and the malus bonus coefficient will be calculated as the average of the coefficients included in the contract.

In addition to the changes regarding the bonus-malus system, ASF wants to allow the introduction of additional clauses in RCA contracts. Among them: the deductible, the maintenance of the bonus-malus benefit, the disaster clause, automatic renewal and the possibility of optional and temporary suspension of the contract.

The franchise works similarly to CASCO. The driver agrees to bear part of the costs in case of damage, and in return pays a lower premium. Maintaining the bonus-malus benefit requires the payment of an additional amount so that, in the event of an accident, the insured is not relegated to the system.

Also through an additional clause, drivers will be able to request the temporary suspension of the RCA policy. A QR code will appear on the policy with the necessary information in the event of a claim.
