In Norilsk today, February 17, the 33rd session of the City Council was held, 23 parliamentarians took part in the meeting.
In particular, the deputies discussed the results of the “Social Portrait of a Citizen 2025” project, which was implemented by the Norilsk Development Agency together with the City Administration and with the support of Norilsk Nickel. A large-scale study was conducted to update the priorities and strategic goals of city management.
More than 3 thousand people took part in the survey conducted by RANEPA specialists, and more than 11 thousand comments and recommendations were received regarding key areas for the development of the territory. Similar studies were carried out in 2018 and formed the basis of the Comprehensive Plan for the Social and Economic Development of Norilsk until 2035, which is being successfully implemented.
The results of the study demonstrate the general satisfaction of Norilsk residents with the transformations of the city and infrastructure and, at the same time, a significant increase in the need of citizens to improve the social environment – in particular, the emergence of more leisure opportunities.
“I am sure that the results will be communicated to the general public in more detail, including with the participation of deputies. Such studies must be carried out regularly in order to quickly respond to the current needs of Norilsk residents. It is obvious that their wishes in 2018 and in 2025 differ in many respects. Tension on the topics of housing and communal services and related infrastructure is reduced, and the request for organizing leisure time, for example, becomes more relevant. The results of this survey, after a detailed analysis by the municipality’s specialists, will be used for inclusion in various city programs and projects, “fit” into the Comprehensive Plan and be taken into account in our daily work,” commented the Chairman of the Norilsk City Council, Alexander Pestryakov, on the results of the project.
In addition, during today's session, deputies made decisions on two issues related to the housing stock of Norilsk. In particular, the installment period for paying the difference between the cost of emergency housing confiscated from citizens and the one provided in replacement was increased to 12 months (previously, an installment plan of 3 months was provided). We are talking about the owners of residential premises located in emergency buildings. As reported, according to the law, the municipality can offer such citizens both the redemption price and other residential premises on the right of ownership.
In cases where the cost of the apartment provided for ownership exceeds the cost of the seized residential premises, citizens are obliged to transfer this difference to the city budget. These are often unaffordable amounts for Norilsk residents, which is why the municipality decided to increase the installment period to a year.
Another important change in local “standards” concerns the provision of municipal apartments under commercial lease agreements. In order to reduce the budgetary financial burden on the maintenance of empty housing, a decision was made to expand the categories of citizens who can be provided with residential premises for commercial rent. Now citizens who work in Norilsk at enterprises and organizations of all forms of ownership and do not own or rent housing on the territory will be able to get an apartment in a shared lease (if there is one). There will be no more than three options for residential premises to choose from. We would like to add that apartments transferred for rent are not subject to further privatization.
In addition, during the session today, Norilsk parliamentarians traditionally adjusted regulations to bring them into line with current legislation, decided to name school No. 39 after the heroic warrior Konstantin Evgenievich Artemyev and approved a new member of the Norilsk Youth Parliament – Vlad Zhou, assistant to deputy Denis Kaminsky.
“Today’s agenda was processed promptly, decisions on all issues were made. We are starting to prepare for the next session, which will take place in a month. We are expecting the first budget adjustment, so maximum concentration is required on important aspects of the budget process. Of course, we put the strict implementation of all the activities of the Comprehensive Plan and priority tasks on infrastructure projects at the forefront. The economic situation remains difficult, but under control,” Alexander Pestryakov, speaker of the Norilsk parliament, summed up the results of the session.
