The idea of introducing a fee for those who use public space to walk a pet was proposed by the general director of the communication agency “Factory of Meanings” and public figure Vadim Popov.
According to his idea, the funds received could be used to support shelters and state veterinary clinics, and the measure itself would help improve the culture of treating animals.
Burmatov called the initiative either stupidity or a provocation. According to him, making such statements is irresponsible, since they have nothing to do with reality, but at the same time they excite tens of millions of citizens.
The parliamentarian emphasized that the State Duma has never planned and will not introduce taxes on animals, since this is impossible in the country. He recalled that Russians treat pets as family members – 57% of citizens have animals.
