The ex-deputy head of the OP from Germany said that he is not hiding from the investigation


“I emphasize: neither I nor my brother are hiding. I am openly and legally in the Federal Republic of Germany at an address known to the investigation. My current contacts and the contacts of my defenders have been repeatedly reported to the competent authorities,” the former official wrote.

Shurma said that he was “ready to cooperate with the investigation within the limits of the law.”

According to him, the defense officially asked to ensure participation in procedural actions (in the format of a video conference and/or using available legal mechanisms at the place of his stay (including through diplomatic institutions).

The former deputy head of the OP asks that all procedural communications be sent to his address in Germany and to his defenders.

Shurma noted that he does not plead guilty.


Context

Shurma has served as Deputy Head of the Office of the President since November 23, 2021. Ukrainian President Vladimir Zelensky fired him in September 2024.

He was mentioned in the Bihus.info investigation dated August 17, 2023 due to the fact that his brother Oleg is associated with some companies to which Ukraine probably paid more than UAH 320 million for electricity from solar power plants located in the temporarily occupied territory of the Zaporozhye region.

In an interview with Interfax-Ukraine on September 27, Shurma commented on the investigation, saying that his brother’s entire business was “built on the principles of legality and on all the highest moral standards.”

In July 2025, Spiegel reported that investigations were carried out at Shurma's home in Starnberg (Germany) on July 15. On August 1, NABU director Semyon Krivonos confirmed the searches. He did not disclose any more details due to the risk of “harming” the case.

On January 21, 2026, NABU spoke about reporting suspicions to nine persons involved in the case, including the former deputy head of the OP, as well as his brother.

On February 3, Shurma, commenting on the NABU report, stated that he lives legally in Germany and is ready to cooperate with the investigation from there.
