Who are the prosecutors who want to lead anti-corruption and anti-mafia in Romania

Eight prosecutors are running for the head of the most important prosecutor's offices in Romania: the National Anti-Corruption Directorate and the Directorate for Investigating Organized Crime and Terrorism. The two structures are currently managed by Marius Voineag and Alina Albu. The latter is running for a new mandate. Voineag gave upinstead, he is running for the position of deputy prosecutor general, where a subordinate of his – Cristina Chiriac – aims to become head head of DNA Iași.

For the six positions put up for competition for the leadership of the General Prosecutor's Office, DNA and DIICOT, 19 candidates signed up, the Ministry of Justice announced on Monday. Ten of them are for the positions of general prosecutor, head of DNA and head of DIICOT. Most of the candidates are for the position of chief prosecutor of DIICOT, among them being the current head of this structure, Alina Albu.

DNA and DIICOT are the elite structures of prosecutors in Romania. Their activity has been criticized in the public space in recent years. The fight against drug trafficking or grand corruption has not resulted in many high-profile cases.

Three prosecutors are running for the headship of the DNA, and five others for that of DIICOT.

Who is running for the position of chief prosecutor of the DNA:

Tatiana Toader

Graduated in Law from the “Ovidius” University Constanța, Tatiana Toader started in the prosecutor's office in 2005, at the Prosecutor's Office attached to the District Court 2. Later, she worked at the Prosecutor's Office of the Bucharest Court, respectively the Prosecutor's Office of the Bucharest Court of Appeal (PCAB).

In 2017, she was elected a member of the CSM, where she also had the mandate of vice president (in 2019).

After the six-year mandate at the CSM, in 2023 Tatiana Toader returned to the Prosecutor's Office of the Bucharest Court of Appeal. In the same year, he entered the race for one of the positions of deputy head of DNA, which he obtained.

The last wealth declaration published by Tatiana Toader dates from 2024. According to the document, she owns an apartment in Bucharest, a car and a bank deposit in which she has 9,400 lei. The total salary income declared by the deputy head of DNA for the year 2023 was 325,440 lei.

Ioan Viorel Cerbu

The second deputy of the head of DNA, Ioan Viorel Cerbu, is also running for the position of chief prosecutor of the institution.

Graduated in Law from the University of Bucharest, Ioan Viorel Cerbu has 30 years of experience as a magistrate. He made his debut at the Prosecutor's Office of the 3rd District Court of Bucharest in 1996, and three years later became a prosecutor at the General Prosecutor's Office.

Ioan Viorel Cerbu has worked in DNA since 2004 and has held various management positions at the department level.

In 2013, prosecutor Cerbu left DNA for DIICOT. Later, in 2019, he was appointed general prosecutor at the Prosecutor's Office of the Bucharest Court of Appeal.

In 2023, after Marius Voineag became the head of the DNA, Ioan Viorel Cerbu became his adviser, later being appointed the head of the Technical Service of the DNA, and then he was appointed the deputy chief prosecutor.

In the last interview granted last week to journalist Sorina Matei, Marius Voineag had only words of praise for prosecutor Cerbu, indicating him as one of the most experienced DNA prosecutors.

Ioan Viorel Cerbu was the prosecutor who coordinated the last investigation in the Port of Constanța file.

Prosecutor Cerbu has an apartment in Bucharest and three cars, according to the latest wealth declaration. In 2024, he reported debts in the total amount of 50,000 lei and 27,622 euros, and in savings accounts: 30,905 lei. In 2023, Ioan Viorel Cerbu collected outstanding salaries and rights totaling 382,843 lei.

Vlad Grigorescu

Graduated in Law from the “Dimitrie Cantemir” Christian University in Bucharest and with two master's degrees from the Titu Maiorescu University, Vlad Grigorescu began his work as a prosecutor at the Prosecutor's Office attached to the Focșani District Court in 2013. He worked in the DNA during 2021-2023, at the Judicial Section, from where he moved to DIICOT, where he still works.

Upon Grigorescu's departure from the DNA, it was circulated that his name was the defense in the interceptions in the corruption case concerning the Otopeni Airport.

Regarding wealth, Vlad Grigorescu recorded in the last wealth declaration, published in 2024, savings in the amount of approximately 100,000 lei and the amount of 23,000 euros granted as a loan to a natural person.

Prosecutor Grigorescu does not own any real estate or car, according to the wealth declaration. In 2024, he reported salary income in the total amount of 296,853 lei.

Who is running for the position of chief prosecutor of DIICOT:

Alina Albu

The current head of DIICOT, Alina Albu, is the only high-ranking prosecutor running for a new mandate. According to her CV, in 1996 Alina Albu graduated from the Faculty of Legal and Administrative Sciences – majoring in Law from “Spiru Haret” University. Between 2008 and 2010 he did a master's degree at “Lucian Blaga” University in Sibiu.

Alina Albu has been a prosecutor since 1997, when she started at the Prosecutor's Office in Lehliu Gară, Călărași county. He has been working in DIICOT since February 2008. Until 2015, he headed the Bureau of Combating Violent Crimes in DIICOT, then moving to the Organized Crime Prevention and Combating Service. She is the delegated chief prosecutor of this service in DIICOT.

Alina Albu worked in well-known cases such as the Clămparu Clan, the Caracal crimes or the Academy of Criminals. She also started the file of the brothers Sile and Nuțu Cămătaru, which was later completed by the prosecutor Marian Sântion.

In terms of properties, Alina Albu owns a house in Cornetu, two plots of land in Argeș and Ialomița counties and three cars. The head of DIICOT has no savings in her accounts, instead she reported debts of over 300,000 lei in her last wealth declaration. Ioana Bogdana Albani

A graduate of the Faculty of Law of the Titu Maiorescu University, Albani started as a prosecutor in 1997 at the Prosecutor's Office attached to the Court of District 1. Later, she was promoted to the Prosecutor's Office attached to the Bucharest Court, respectively the General Prosecutor's Office. Starting from 2001, he worked in the organized crime fighting structures of the General Prosecutor's Office, respectively DIICOT.

Over the years, he has held several management positions in the central structure of DIICOT, and since 2016 he is the Deputy Chief Prosecutor of DIICOT.

Regarding wealth, according to the last statement, Ioana Albani owns an apartment and two cars. In 2024, it reported savings in the amount of 166,547 euros and 509,895 lei. The total salary income received by Ioana Albani in 2023 amounted to 314,516 leu.

Antonia Diaconu

The head of DIICOT Pitesti, Antonia Diaconu, is one of the five candidates for the position of chief prosecutor of DIICOT.

Co-president of the Association Movement for the Defense of the Status of Prosecutors, Antonia Diaconu was one of the initiators of the letter of support for the magistrates who spoke in the Recorder documentary “Captured Justice”, an initiative that gathered the signatures of almost 1,000 magistrates from all over the country.

Shortly after the Ministry of Justice announced the list of prosecutors registered for the management of the three large prosecutor's offices, Antonia Diaconu spoke in a post on Facebook about her candidacy.

“Justice exists for people, and people have the right to truth, explanations and courage from those who administer it. I want to say clearly, from the beginning, that I am fully aware of how this procedure is organized, however I believe that we can no longer limit ourselves to findings and criticism, and at some point, professional responsibility also requires action. I have spoken and written about the problems in justice since 2018. I have flagged them publicly, analyzed and I suffered the consequences. Under these conditions, I consider it my duty to take a concrete step when this possibility exists”, wrote Antonia Diaconu.

The prosecutor also emphasized what are the main directions on which her management project will be based: justice must return to the citizen, in whose service it is, not to statistics or reports that look good exclusively on paper. Antonia Diaconu emphasizes that before quantity, quality must prevail, through solid, coherent files with real impact. Likewise, public communication, she says, “must be deeply rethought, professionalized and assumed, so that it is proactive, honest and explanatory”.

According to the declaration of assets, Antonia Diaconu owns a house in Argeș county and two cars (a Mazda and a Martiz). For the year 2023, he reported no debts, but no savings. Salaries collected in 2023 totaled 268,851 lei.

Codrin Horațiu Miron

The name of the head of DIICOT Timișoara, Codrin Horațiu Miron, is circulated as the favorite to obtain the position of head of DIICOT.

Currently, head of the Timișoara structure of DIICOT, prosecutor Miron has been in the system for 29 years. He started his career at the Prosecutor's Office attached to the Arad Court, and over the years he led structures of DIICOT Arad and Timișoara.

Prosecutor Miron owns two apartments in Arad and two cars, bought in 2022 and 2024. In the last wealth declaration, he reported savings totaling 29,000 lei and 237,697 lei in investment funds, and in the debt section 70,000 euros and 49,000 lei.

In 2023, Codrin Horațiu Miron earned 350,000 from salaries and 9,000 lei from the teaching activity provided at the National Institute of Magistracy, respectively Babeș Bolyai University, where the head of DIICOT Timișoara obtained his doctorate in 2020.

Bogdan Pîrlog

Military prosecutor Bogdan Pîrlog is the only magistrate who is running for two positions: that of general prosecutor general and that of DIICOT chief prosecutor.

Bogdan Pîrlog was targeted by a record number of disciplinary actions by the Judicial Inspection in recent years. With 21 disciplinary actions against him, Pîrlog holds the European record for disciplinary actions. In January, the High Court of Cassation and Justice rejected as unfounded the appeal of Bogdan Pârlog, the first prosecutor of the Bucharest Military Prosecutor's Office, and upheld the decision taken in June 2025 by the Superior Council of Magistracy (CSM) to sanction him with a 10% salary reduction for a period of three months, because he would not have followed an order issued by the superior prosecutor.

Pîrlog made his debut in the prosecutor's office in 2001, at the Prosecutor's Office attached to the Brașov Court. In 2006, he arrived at the Prosecutor's Office attached to the 6th District Court, and after two years he continued his activity at the Prosecutor's Office attached to the Bucharest Court. In 2010, he was seconded to the EUPOL Afghanistan mission as an EU Expert. After three years he returned to PT Bucharest.

In 2018, Bogdan Pîrlog became a military prosecutor at the Prosecutor's Office attached to the Bucharest Military Court, where he also held the position of first prosecutor until the end of last year.

Regarding wealth, Bogdan Pîrlog does not own any real estate, instead he has seven hectares of land in Harghita and Brașov counties and three cars. In his accounts, Pîrlog has savings totaling 150,000 lei. According to the latest wealth declaration, in 2023 the former head of the Bucharest Military Prosecutor's Office earned 361,408 lei from salaries and outstanding salary rights.
