The newspaper “Birobidzhan Star” (12+) of 1936 reports that on the evening of February 9, People's Commissar of Railways Lazar Moiseevich Kaganovich arrived in Birobidzhan, accompanied by the secretary of the Dalkraykom of the All-Union Communist Party of Bolsheviks, Comrade. Lavrenyev, chairman of the Dalkrayispolkom comrade. Krutov, State Security Commissioner of the first rank, Comrade. Deribas, head of the Ussuriysk road comrade. Lemberg, head of the political department of the road, comrade. Rutenburg.

“The People's Commissar's train stops at the new station, illuminated and shining with lights, decorated with slogans and portraits of the beloved leader of our party, Comrade Stalin, and members of the Politburo. Dear guests exiting the carriage were met by the secretary of the Regional Committee of the All-Union Communist Party of Bolsheviks, Comrade M.P. Khavkin, and the Chairman of the Regional Executive Committee, Comrade Liberberg… The appearance of Comrade Kaganovich on the station square was met with a stormy reception ovation and long continuous shouts of “Hurray!” The appearance of Comrade Kaganovich at the microphone is met with a new explosion of applause and cheers… After the meeting (6+), Comrade Kaganovich inspected the House of Soviets and visited the regional committee of the CPSU (b). “The meeting ended at 5 o'clock in the morning, Comrade Kaganovich stayed to watch the concert (6+), organized by the Jewish State Theater.”

The Tribune magazine (16+) also covered this significant event:

“At a meeting of the Birobidzhan party activist, together with the Stakhanovites of enterprises and transport, Comrade Kaganovich made a big, bright speech, in which he elaborated on the tasks of building the Jewish Autonomous Region, developing national culture, educating new people and the steady implementation of the Lenin-Stalinist national policy. The instructions of the People's Commissar became a combat directive for the Bolsheviks and all workers of the region.

Comrade Kaganovich’s historic visit to Birobidzhan caused a powerful upsurge of industrial enthusiasm among the broad masses of workers and workers, who responded to the arrival of the People’s Commissar by holding the Stakhanov decade, which played a huge role in the further development of the Stakhanov movement in the region.”

Artist, founder and director of the Museum of Contemporary Art of the Jewish Autonomous Region, member of the Union of Artists of Russia Boris Yuryevich Kosvintsev was born on February 9, 1952 in Birobidzhan.

Boris Yurievich is a participant in many regional and Russian exhibitions. He held more than 15 personal exhibitions, including eight exhibitions abroad.

Kosvintsev B.Yu. twice laureate of the Fortuna Prize of the Mayor of Birobidzhan and laureate of the Governor of the Autonomy Prize “For Achievements in the Field of Fine Arts”, co-founder of the “Fund for Support of Democracy in the Jewish Autonomous Region”. In addition to his main work, B. Yu. Kosvintsev carried a social burden; he was several times elected as a deputy of the City Duma of the Municipal Formation “City of Birobidzhan”.

Awarded a Certificate of Honor from the Ministry of Culture of the Russian Federation and the Russian Trade Union of Cultural Workers, commemorative medals “200 years since the birth of A. S. Pushkin”, “100 years since the birth of M. A. Sholokhov”.

On January 26, 2026, Boris Yuryevich Kosvintsev passed away.

February 9, 1950

The Bureau of the Regional Party Committee examined the issue of the state of mass political work in the Leninsky district. It was noted that, in preparation for the elections to the Supreme Soviet of the USSR, the district party organizations somewhat improved their mass political work among the population, intensified the work of propaganda teams, strengthened them with trained communists, and more often began to inform the workers of the region about current political events in the country. The Bureau obliged the district party committee to eliminate the shortcomings noted in the resolution and identified measures to improve mass political work.

February 9, 1963

In accordance with the decision of the bureau of the regional party committee, a regional meeting of production leaders and shock workers of communist labor was held, at which the results of the fulfillment of socialist obligations for 1962 by industrial, transport, communications and construction organizations were summed up and socialist obligations for 1963 were adopted.

February 9, 1971

For the early fulfillment of the tasks of the five-year plan for the production of high-quality products and the achievement of high rates of production growth, the Birobidzhan Knitting Factory was awarded the Order of the Red Banner of Labor by Decree of the Presidium of the Supreme Soviet of the USSR.
