Three people detained after the DNA searches at the Sector 5 City Hall. Piedone's nephew, among those detained

Iulian Cârlogea, the public administrator of Sector 5, Robert Mihai Bașca, the chief architect of the sector, and Florin Chioran, deputy director of the Local Police of Sector 5, were detained for 24 hours, in the file related to the way of issuing authorizations for the construction of new blocks, according to HotNews sources.

The three will be presented to the Bucharest Court on Saturday, with a proposal for preventive arrest, HotNews sources said.

On Friday, the anti-corruption prosecutors made nine searches, four of which at the District 5 City Hall and five at individuals. The file investigates alleged crimes of influence peddling, taking and bribery, in connection with the issuance of authorizations for the construction of new blocks of flats.

“The facts investigated were allegedly committed by public officials and refer to possible illegal actions to expedite the reception of a building and to attest the construction of a residential complex, through administrative procedures and documents,” said the National Anticorruption Directorate (DNA) in the statement sent on Friday, without naming the persons or public institutions concerned.

Iulian Cârlogea, Piedone's nephew, is city manager in S5 from 2020

Iulian Constantin Cârlogea holds the position of public administrator (city manager) of Sector 5 since 2020, when Cristian Popescu Piedone, his mother's brother, was the mayor, according to the investigative website Snoop.ro.

His CV shows that Iulian Cârlogea had a one-year break, during 2022-2023, when he held the position of deputy general manager at Salubrizare Sector 5 SA, a company subordinate to the mayor's office.

Snoop.ro revealed that Cârlogea got married at a luxury restaurant that Piedone, then head of the ANPC, had praised a month before, during a check made in his capacity as president of the ANPC, a position from which Piedone was also removed following a DNA investigation. Iulian Cârlogea did not respond to Snoop's messages and questions on this subject.

Lebăda Luxury Resort & Spa, a five-star complex in the Danube Delta, is owned by businessmen Iulian Robu and Constantin Căpățână, known especially for the development of the Militari Residence complex.

Snoop wrote that Ana-Veronica Şerban, Cârlogea's wife, also an employee of the town hall, had an apartment in a complex owned by the owners of the Lebăda resort, real estate developers in Sector 5.

Piedone's town hall issued town planning certificates to the developers in 2023. According to a Libertatea investigation carried out by the current Snoop team, Cârlogea has two more brothers who worked or are working at the Sector 5 Town Hall, George-Cristian (former local councilor from the PUSL) and Viorel Cârlogea, who was deputy in the S5 Local Police. Currently, Viorel Cârlogea is listed on the institution's website as executive director at the Control Directorate within the Sector 5 City Hall.

Florin Chioran, convicted after being caught driving drunk and subsequently without a license

Florin Chioran, currently deputy, was general director in the Local Police of Sector 5 until 2023, even though the District 2 Court sentenced him, in April 2022, to one year and two months in prison with a suspended sentence and a 2-year supervision period, as well as 45 days of unpaid work at the Sector 2 City Hall or the Sector 2 Public Domain Administration.

According to Libertatea, in 2016, he was stopped in traffic by the police somewhere in the Fundeni road area and caught with a breath alcohol level of 0.89 mg/l.

On July 12, 2018, according to the court, Chioran was caught behind the wheel, “although he had suspended the exercise of the right to drive motor vehicles, as of February 29, 2016, from the time of committing the previous act.”
