Rospotrebnadzor also recalled that, according to Art. 32 of the Law “On the Protection of Consumer Rights”, the consumer has the right to refuse to fulfill the contract for the performance of work (rendering services) at any time, subject to payment to the contractor for the actual expenses incurred by him related to the fulfillment of obligations under this contract. Conditions that establish penalties or other obligations for the consumer that prevent the free exercise of the right established by Art. 32 of this Law refer to unacceptable terms of the contract that infringe on the rights of the consumer.
