Krasnoyarsk socially oriented NGOs will receive support

In Krasnoyarsk, more than 33 million rubles were budgeted to support socially oriented non-profit organizations (SONCOs). The deputy head of the city, head of the relevant department, Evgenia Yuryeva, told the deputies of the City Council at a meeting of the commission on social policy.
In 2025, this area received support for the same amount. It was distributed among hundreds of organizations that implemented important events in various spheres of life and for representatives of all generations of city residents. At the expense of municipal subsidies, creative competitions, local history projects, a theater festival, a winter festival of inclusive sports, and the “Colors of Mature Age” festival were organized. In addition, SONCOs that work with people with disabilities and provide additional education for Krasnoyarsk children and adolescents received funding. At the same time, assistance to SONCO is not limited solely to monetary amounts.
“There are areas where financial support is not provided. But this is also very important work. For example, almost all municipal cultural and educational venues host SONCO events free of charge. Thus, the “Create Mountains” project, whose building is being renovated, has been located at several city sites, including libraries, over the past year,” noted Evgenia Yuryeva.
In October 2025, the “Looking into the Future” forum was held in Krasnoyarsk, bringing together almost 500 participants. It summed up the preliminary results of the work to support SONCO for the year. The participants also identified promising directions for 2026. Among them are the use of artificial intelligence in the activities of NPOs, the promotion of paid services provided by non-profit organizations (legislation allows SONCOs to provide such services, but with some restrictions). Another initiative that is planned to be given attention is the use of regranting in the city – a mechanism by which a non-profit organization attracts funds from the budget in the form of a grant and then provides them to people for the implementation of various initiatives.
In 2025, Krasnoyarsk SONCOs participated in grant competitions and were able to attract more than 117 million rubles for social services, support and protection of vulnerable categories of citizens, protecting the health of citizens, promoting a healthy lifestyle, supporting families, motherhood, paternity and childhood. As of January 2026, following the results of the first competition of the Presidential Grants Fund, SONCOs have already won more than 93 million rubles.
The city’s interaction with socially oriented non-profit organizations is under the constant control of municipal deputies.
“Every year, when discussing the municipal program “Promoting the Development of Civil Society in the City,” we pay great attention to this issue. Supporting SONCO is one of the important areas of our work. All the activities of non-profit organizations are about people, improving their quality of life. The city is interested in cooperation with them, because representatives of these organizations have enormous knowledge of the issues, work with burning eyes and caring hearts. We will continue to do everything in our power to support SONCO; there is no other way,” said Oksana Larionova, head of the relevant standing commission.
The City Council regularly meets with representatives of non-profit organizations to understand their needs. As a result of one of these meetings, it became clear that SONCOs can be supported not only financially, but also by providing them with land plots and premises for use, tax benefits, as well as providing legal and accounting support. One of the initiatives that was voiced at such a meeting with the people’s representatives was developed this year. Since January, young volunteers aged 14 to 35 years can receive compensation for travel expenses to socially significant events.
“I am sure that Krasnoyarsk SONCOs know that the city council will listen to them and try to help in solving pressing problems. Today we received up-to-date information about what support the city provides to non-profit organizations. We will continue to work so that this industry actively develops,” noted deputy Elena Pastushenko.
