The head of the EC noted in X that she had a conversation with Zelensky on the eve of the peace talks that will take place this week in the UAE.
“Russia continues to double down on its war crimes, targeting civilian infrastructure and homes. Day after day, year after year, Europe's support for Ukraine remains unchanged. We are sending hundreds of generators to provide heat and light. We have proposed a loan of €90 billion over the next two years. We are moving towards creating a single, shared framework for prosperity with Ukraine and our American partners,” von der Leyen said.
She emphasized that “very soon” the EC will present the 20th package of sanctions against the Russian Federation.
“We are talking about increasing pressure on Russia so that it sits down at the negotiating table with the sincere intention of achieving peace,” the EC President said.

Context
The European Union has already introduced 19 sanctions packages, the last of which was approved by the EU Council on October 23, 2025. It included restrictions against Russian banks and crypto exchanges, as well as individual entities in India and China. In addition, the EU restricted the movement of Russian diplomats, introduced new measures on the oil and gas and financial sectors of the Russian Federation, its “shadow fleet”, and also banned the import of Russian liquefied natural gas.
On November 2, Zelensky said that Ukraine was participating in the preparation of the 20th package of sanctions and had already proposed adding to it Russian legal entities and individuals who continue to make money from energy resources.
