The project was rejected already at the procedural voting stage – all Democrats and eight Republicans were against. It was about a motion to end the debate on the bill, without which further proceedings cannot proceed. Despite this defeat, both parties declare their willingness to compromise to avoid closing part of the federal administration.
Budget Act. Why do Democrats say no?
The main axis of the dispute is funds for the Department of Homeland Security (DHS) and its subordinate immigration services. Democrats oppose increasing their funding after how in Minneapolis federal officers shot Alex Pretti, a protester against these institutions.
The Democratic Party demands that the bill include a number of restrictions on immigration services, including:
- a ban on patrolling cities and entering homes,
- the obligation to wear cameras attached to uniforms,
- ban on wearing masks by officers.

Possible compromise on the US budget. Donald Trump has spoken
Republicans in the Senate and President Donald Trump are signaling their readiness to make concessions. One of the solutions being considered is to exclude the budget for DHS from the current package and extend its funding at the current level only for a few weeks. This would give time to prepare a new, compromise version of the budget for the ministry.
— We hope there won't be a “shutdown” and that's what we're working on. I think we're getting close Trump said during Thursday's cabinet meeting.
The current budget package is the final piece needed to close out the year-long federal budget. It includes not only DHS, but also funding for:
- Pentagon,
- ministries of transport, housing, health, education and labor.
If the bill is not adopted by January 30, these institutions – employing the majority of federal employees – will be subject to a “shutdown”.
