Context
On the morning of February 24, 2022, Russian President Vladimir Putin announced the invasion of Russian troops into Ukraine.
On February 27, the State Border Service of Ukraine announced the closure of all checkpoints on the borders with Russia, Belarus and Transnistria.
On July 28, 2025, Russian Prime Minister Mikhail Mishustin signed a document on the closure of 20 checkpoints on the border with Ukraine established by the 1995 agreement. The list included 13 road and seven railway checkpoints, which, as TASS noted, “actually” have not been operating for a long time, but “continued to exist on paper, being part of an intergovernmental agreement” with Ukraine.
