PSD said on Wednesday that it is asking for clarifications from the Presidential Administration and the Ministry of Foreign Affairs, after a law came into force in Ukraine that no longer allows Romanians to have dual citizenship.
“The Social Democratic Party requests the institutions with attributions in foreign policy, the Presidential Administration and the Government through the Ministry of Foreign Affairs, to urgently clarify with the Ukrainian authorities the reasons why Romania was omitted from the list of states for which Ukraine regulated the possibility of having a dual citizenship agreement”, the PSD transmits through a press release.
The social democrats say that the fact that Romania is not included in the list of countries where dual citizenship can be applied “clearly affects the Romanian community in Ukraine and strongly contrasts with the unconditional support offered by our country throughout the Russian-Ukrainian war” and that it is a profoundly unfair regulation.
Moreover, they convey that the “arbitrary” approach of the Ukrainian authorities may affect the country's accession to the European Union.
”PSD requests the Romanian authorities to intervene firmly and urgently to solve this problem considering that the Romanians represent the second largest ethnic minority in the neighboring country”, it says in the press release.
The social democrats recall the fact that Romania “has always shown a correct attitude towards Ukraine similar to that of Poland, the Czech Republic or Germany for which the new Ukrainian legislation allows dual citizenship agreements”.
What the law in Ukraine provides
The law was adopted by the Kyiv Parliament in June 2025 and entered into force on January 16.
Ukrainian lawmakers said at the time that the law would simplify procedures for children born abroad to Ukrainian parents, as well as for Ukrainians who obtain another citizenship through marriage. The law will also facilitate obtaining Ukrainian citizenship for foreigners fighting for Ukraine at the front.
Ukraine approves law allowing multiple citizenships for the first time, “an important step” for its diaspora that has grown to nearly the size of the country's population
The same law establishes how citizens can obtain multiple citizenship, but also the list of countries with which Ukraine has a dual citizenship agreement. These are Poland, the Czech Republic, Germany, Canada and the United States, according to the Ukrainian publication Mezha. Romania is not on the list of countries.
Basically, the law allows Ukrainian citizens in these countries to acquire a second citizenship without renouncing the Ukrainian one.
