The Cuban National Defense Council is responsible for taking control of the country in emergency situations, such as a natural disaster or armed conflict. It is led by President Miguel Diaz-Canel.

State media recalls that the measures to introduce a state of war are based on the concept of “War of the Whole Nation”, which was promoted in the 1980s by Cuba's then leader Fidel Castro.

The “War of the Nation” strategy is based on the general mobilization of the Cuban population to face possible external aggression.

According to state media, during the last two weekends, military exercises were carried out among the population in Cuba, which included, among others, mining training, handling small arms and providing medical assistance on the battlefield.

The independent Radio Marti noted that the increased activity in preparations for armed conflict coincided with the arrival of a transport from Venezuela to Cuba with the bodies of 32 Cuban soldiers killed on January 3 during the US military attack on Venezuela. They were supposed to be part of President Maduro's security detail.
