As the White House announced on Friday, in addition to Rubio, Witkoff, Kushner and Blair, the Council will also include American billionaire Marc Rowan, World Bank president Ajay Banga and presidential adviser Robert Gabriel.
Bulgarian diplomat Nikolai Mladenov is to become high representative for the Gaza Strip. The White House statement states that Mladenov is to serve as a liaison between the Peace Council and the new local authorities in the enclave – the National Committee for the Administration of the Gaza Strip. On Thursday, Trump supported this committee and noted that it was created by “Palestinian technocrats.”

A board of the Peace Council was also established, which included, among others, Turkish Foreign Minister Hakan Fidan. It was announced that the names of additional members of the body would be revealed in the coming weeks.
As the Financial Times wrote on Friday, American officials presented the idea that the Peace Council, which is to manage the Gaza Strip, would also deal with other conflicts in the world, including in Ukraine and Venezuela.
One person familiar with the plan told the newspaper that the Trump administration sees the Peace Council as “a potential substitute for the UN, … a kind of parallel, unofficial body dealing with conflicts outside Gaza as well.”
A ceasefire has been in place in the Gaza Strip since October 10, 2025, and the establishment of the Council is to be an element of the implementation of the second phase of the ceasefire.
