Polish Nuclear Power Plants are in talks with BGK, ARP and KUKE on solutions that will help Polish companies willing to participate in the construction of the first Polish nuclear power plant. Piotr Piela, vice president of PEJ, is responsible for talks on this matter.
— PEJ is working to facilitate Polish companies that want to get involved in the construction of the first Polish nuclear power plant. With a view to the greatest possible participation of Polish enterprises in the Pomeranian project, PEJ is in talks with BGK, ARP and KUKE about a number of financial instruments – says Marek Woszczyk, president of PEJ, to Business Insider Polska.
As he adds, PEJ is talking to companies from the PFR group “about a number of solutions, including: co-financing of certification processes, guarantees and sureties, and preferential investment and working capital loans“.
— Generally, the idea is to ensure that companies have something to finance themselves before they receive payment for the implementation of the contract. This is one of the elements of building the competitive position of Polish suppliers, which fits into the broader scope of activities to build the Polish component (local content), explains Marek Woszczyk.
When can we expect the implementation of local content support tools? “We assume we'll work it out in the next three months – says President Woszczyk.
Another meeting on this matter with BGK and KUKE is to be held on Friday at the PEJ headquarters.

New State Purchasing Policy for 2026–2029
The New State Purchasing Policy is to become one of the tools of re-Polonization. The idea is for public money to strengthen Polish companies and build state security.
The state purchasing policy is a government strategic document. It is prepared by the Public Procurement Office in cooperation with the Ministry of Development subordinated to Minister Andrzej Domański. Its purpose is to define priorities and set directions of action for ordering parties, i.e. tender organizers, etc.
According to our information, the new State Purchasing Policy for 2026–2029 should be adopted by the Standing Committee of the Council of Ministers in the coming weeks. And the government – as Finance Minister Andrzej Domański recently told journalists – will definitely adopt the document in the first quarter of this year.
As a result, the government administration will have to create a purchasing management strategy consistent with the assumptions of the State Purchasing Policy. Other contracting entities will use it as a catalog of good practices supporting the implementation of the state's economic goals.
Thanks to this, public procurement is to become the driving force of the Polish economy. They have the potential for this, because in 2024 in Poland the value of the public procurement market was approximately PLN 587 billion, i.e. over 16%. GDP.

The most important solutions of the State Purchasing Policy
The government document is intended to promote small and medium-sized companies. For this purpose, it is to introduce the so-called SME test. Under this solution, each tender will be assessed to ensure that it does not exclude smaller, local companies.
It will also contain recommendations for use very short payment terms (even seven and 14 days), as well as common advance payments. This is intended to improve the financial liquidity of Polish entrepreneurs.
It's supposed to promote dialogue instead of bureaucracy. This will be achieved by promoting simple, friendly language in documentation. And above all, partnership consultations with the market (so-called market dialogue) before announcing the tender.
Another package of solutions from the new State Purchasing Policy refers to: country's security and resilience. In order to protect against the influence of third countries, it will be possible to limit the participation of non-EU companies in strategic procurement (e.g. critical infrastructure, energy).
The origin of the capital will also be verified. This is achieved by introducing a so-called checklist to check the ownership structures of contractors in order to eliminate intelligence and sabotage risks.
It will also include coordination of purchases of modern equipment, including drones, and strengthening border security and critical infrastructure (East Shield).
When it comes to innovation and green technologies, the document envisages the promotion of Polish technical thought. National ecological technologies are to be supported in tenders thanks to the GreenEvo program. Automation is also to be implemented in public administration. The promotion of the circular economy (circular economy) is supported by the promotion of durable products that can be repaired and recycled, as provided for in the document.

The Public Procurement Office's activities aimed at professionalizing staff responsible for public procurement will help in implementing the assumptions of the State Purchasing Policy. The development of the pzp.gov.pl platform is planned. Including the expansion of the portal with e-learning modules, webinars and a contractor certification system. The Public Procurement Academy organized by the Public Procurement Office will provide training in negotiations, risk management, etc.
Managers of public administration units will be tasked with mapping and optimizing their purchases so that they are faster and less bureaucratic.
