Prime Minister Donald Tusk appealed to all parties on Sunday to revoke the “unwise” decision of PiS regarding two terms in local governments. He added that he would prefer that all local government officials, regardless of party colors, depend solely on the will of voters.

The Prime Minister's conference took place during the second part of the PO convention, during which the Civic Platform, Nowoczesna and Inicjatywa Polska officially announced their merger into one party called the Civic Coalition. The Prime Minister mentioned that on Saturday he had the opportunity to meet the mayor, who has been in office for 28 years. – I actually achieved that the commune head, mayor and city president are elected in direct elections in Poland. That it is the people, the voters, not parties, not mafias, not any interest groups, but people who choose their mayor, their mayor, their mayor, or their city president in general elections, the Prime Minister said.

– I strongly encourage everyone, without exception, from all parties. Revoke this unwise decision of PiS and let people choose their hosts, he said.

The Sejm extraordinary committee for changes in codifications submitted a draft bill abolishing the two-term mandate for commune heads, mayors and city presidents for public hearing. The PSL club submitted a parliamentary draft amendment to the Electoral Code in July.

Deputy Prime Minister and head of the Ministry of National Defense, Władysław Kosiniak-Kamysz, when asked about this idea during Sunday's congress of the People's Party in Wierzchosławice (Lesser Poland Voivodeship), described the principle of two terms in local governments as “unconstitutional”.

– Local communities have to decide. They mention commune heads and mayors much more often than parliamentarians, so this is not the area where there should be restrictions. Because democracy is a choice, not a limit, replied the head of the Ministry of National Defense.

He added that he had already received declarations of support on this issue from the Civic Platform and the Left. He also declared openness to cooperation with the presidential palace and talks with opposition parties.

– If this act does not come into force, we will propose an amendment to the constitution and the introduction of two terms for MPs. It cannot be that some are treated worse by choice, while others are given complete freedom, and sometimes even a “free American”, argued the head of the Ministry of National Defense. He added that if the idea of ​​abolishing two terms in local governments does not win a majority, “we will introduce changes to the constitution, limiting the terms of office of parliamentarians.”

The PSL project provides for the abolition of the rule according to which a commune head, mayor or city president can only serve two terms. The project also proposes the abolition of the ban on candidates for commune, mayor and city president running in elections to the district council and the voivodeship assembly.

On September 12, the Sejm did not agree to the motion to reject the draft amendment in the first reading. The motion was submitted by Adrian Zandberg (Razem). In his opinion, the project is about “concreting power in local governments.” The PiS, KO, Lewica and Polski 2050 clubs then supported further work on the project, although PiS expressed its reservations.

Two-term terms for municipal executive bodies, combined with the extension of one term of office to 5 years, was introduced in 2018.
