EXCLUSIVE How many times is the pension of a magistrate higher than the pension in the public system – the document is on the table of the CCR

The average pension of a magistrate was in 2025 the equivalent of 4,000 euros net monthly. The gross amount is somewhere around 5,000 euros, of which only 630 euros represent contributions, according to a document on the CCR table and coming from the Pension House. HotNews obtained the document that shows that the pension of a magistrate is almost 9 times higher than the average of all other professions in the public system: doctors, teachers, policemen or civil servants.

  • The CCR judges postponed for almost a month the ruling on the bill that reduces the pensions of magistrates, explaining that they have to analyze both the documents requested from the Pension House, as well as the report sent a day ago from the High Court of Lia Savonea, according to HotNews sources from the institution.

In 2025, the average pension of a magistrate was almost 25,000 lei per month, gross amount. Of this amount, only a little over 13% represents contribution.

The rest, almost 87%, is money borne from the state budget, according to the document sent by the National Pension Fund to CCR and consulted by HotNews.

Based only on contributions, the average pension for magistrates in 2025 was 7,518 lei gross. The difference of 21,692 gross lei was granted from the state budget.

After paying the CASS (10% for the amount exceeding 3,000 lei) and the tax, the average pension of a judge remains almost 21,000 lei, cash in hand.

Only 42 magistrates had a contributory pension

In total, last year, 5,789 magistrates received a special pension, and 42 of them had a contributory pension.

The document also explains the situation in which only the contributory pension is granted. This happens in the situation where this pension is higher than the one from the state budget. So, in this situation there are only 42 magistrates.

How the pension of magistrates has increased in the last five years

Data from the National Pension House show that in 2021 the average service pension of a magistrate was 19,500 lei gross, i.e. 16,300 lei net. Then it gradually increased every year.

The biggest jump was from 2023 to 2024, when the average service pension increased by 3,500 gross lei.

  • 2025: 24,842 lei gross
  • 2024: 24,444 lei gross
  • 2023: 20,982 lei gross
  • 2022: 20,081 lei gross
  • 2021: 19,499 lei gross

What is the situation in the public system?

In the public system, where doctors, teachers or other officials enter, the average pension is 9 times lower than that of magistrates in 2025. Five years ago, the proportion was even higher.

At that time, the average pension of magistrates was 12 times higher than that of those in the public system.

  • 2025: 2,778 lei gross
  • 2024: 2,748 lei gross
  • 2023: 1,970 lei gross
  • 2022: 1,739 lei gross
  • 2021: 1,567 lei gross

What is the amount paid in the last 5 years from the budget for magistrates' pensions

The total amount of special pensions was, in 2025, 1.7 billion lei – and most of it, almost 86.69%, was paid from the state budget.

However, the percentage is the lowest in the last five years, the document from the Pension House that reached the CCR table also shows. In 2021, it exceeded 93%.

Amounts paid for magistrates' pensions during the last five years:

  • 2025: 1 billion 725 million lei – 86.69% of the state budget
  • 2024: 1 billion 650 million, of which 87.33% from the state budget
  • 2023: 1 billion 377 million, of which 91.34% from the state budget
  • 2022: 1 billion 171 million, of which 93.28% from the state budget
  • 2021: 1 billion and 49 million lei, of which 93.19% from the state budget
