

In November 2025, Papperger stated that the plant should have been launched by now, but Ukraine “decided to change the location.” “We were informed that a new location for construction will be determined very quickly. After the final decision, we will launch the plant within 12 months,” he said.
“Although the search for an appropriate location has been postponed, it has already been allocated to us. However, further organizational and regulatory issues still need to be clarified. We are ready to begin construction of the facility as soon as possible,” Papperger told Ukrinform in January 2026.
According to him, cooperation between Ukraine and Rheinmetall is “progressing well” and “Rheinmetall has received orders to supply Ukraine with equipment for an ammunition production plant.”
“We are grateful to be such an important industrial partner for the Ukrainian Armed Forces in many areas, including artillery ammunition, infantry fighting vehicles, air defense, space reconnaissance and mobile field hospitals – just to name a few,” Papperger said.
He added that Rheinmetall is fulfilling its obligations.
