Budget 2026 under the president's microscope. Zbigniew Bogucki talks sharply about the deficit


Last Friday, the Sejm adopted 10 amendments from the Senate and completed work on the budget bill. The document is to be delivered to the president on Tuesday.

According to the constitution, the head of state has seven days to make a decision – he can sign the bill or refer it to the Constitutional Tribunal. Unlike other legal acts, the budget law is not subject to a presidential veto.

Bogucki reminded that the president may refer the budget to the Constitutional Tribunal both before signing the actas well as after its signing – in a follow-up mode. — The president has not decided whether he will take advantage of this opportunity – noted the head of the KPRP.
At the same time he emphasized that in the current constitutional situation, there is no question of dissolving the Sejm, which would only be possible if the budget is not adopted on time. “We have to act within the limits of what is legally possible,” he added.

The head of the Chancellery of the President did not hide his critical assessment of the project. — Of course this budget is terrible. This budget is bad. But we will have to repay this budget, God forbid, as soon as possible, we will have to repair it very deeply. This budget has some sort of deficit deficit. This budget attacks where it takes funds, those institutions that are still independent of Donald Tusk's government. But this budget also has its divisions regarding national defense, education, etc. There are also insufficient funds there, noted the head of the Chancellery of the President.
At the same time he admitted that the government formally complies with constitutional fiscal rules, including restrictions resulting from the excessive deficit procedure.

The budget act assumes state expenditure at the level of PLN 918.9 billion and a deficit not exceeding PLN 271.7 billion. Revenues are planned at PLN 647.2 billion, of which the largest part is to be VAT revenues. The public debt to GDP ratio is to amount to 53.8%, which means it will remain below the statutory prudential threshold.
The amendments adopted by the Senate included, among others: additional funds for the National Library at the expense of the budget of the Constitutional Tribunal and reallocation of funds to the European Solidarity Center and in the area of cybersecurity. The final fate of the act now depends on the president's decision.
