Krasnoyarsk is looking for contractors to catch stray dogs

The Krasnoyarsk administration has placed two contracts for working with stray animals on the electronic public procurement platform with a starting price of 5 million rubles each. The selected contractors will have to be guided by the new legislation, the mayor's office said.

It will be necessary to work according to the task plans received from the MKU “Department for Work with Homeowners Associations and Development of Local Self-Government”, which are formed on the basis of complaints from residents to service 005 and based on the results of special raids on the territory of Krasnoyarsk, including Mininsky, Solontsovsky, Elitovsky village councils and the village of Beryozovka.

The contractor must process each application within 24 hours. It is necessary to go to the place, if stray dogs are found, catch them in a humane way and deliver them to a temporary detention center. They can stay there for 10 days: during this time they will be examined and if there are signs of aggression, they will be examined. If aggressiveness is not detected, the dog will need to be sterilized, cured, vaccinated against rabies, and after quarantine released into its habitat with a tag on its ear. It is believed that this can be a natural way to reduce the number of street dogs.

“Also, a dog from a foster care center can be given to its owners if it turns out that it is lost, or transferred to a person who is ready to pick it up by concluding an agreement. The animal will be tagged and if it is later found on the street, the information will be passed on to the administrative commission and a fine will be imposed on the owner, the mayor’s office said. — If the dog’s aggressiveness is confirmed at the temporary detention center, then it will not be released into its habitat; it will remain in the shelter for 30 days. If new owners are found, it will also be marked with a tag and transferred under the contract. If this does not happen within 30 days, the animal will be euthanized. All dogs that were found to be aggressive and are currently kept in shelters, from March 1, the contractor will also have to deliver to temporary detention centers for examination and a decision on euthanasia.”

Now in Krasnoyarsk two organizations are working with stray dogs – IP Polyakova and Bereg LLC. Since the beginning of 2026, 69 dogs have been captured, and 1,179 are in shelters operated by contractors.

Let us remind you that dogs that are on the street without an owner and do not have indelible or indelible ear tags are subject to capture. Contractors can catch animals with tags only if they show aggressiveness – in this case, they will be taken to a holding point and undergo additional inspection and examination procedures.
