The budget bill in the president's hands. Donald Tusk has some advice for him


The budget for 2026 assumes state expenditure of PLN 918.9 billion and a deficit of no more than PLN 271.7 billion. Budget revenues are expected to amount to PLN 647.2 billion, of which the largest part will be VAT revenues – PLN 341.5 billion. The ratio of state public debt to GDP is to amount to 53.8%, remaining below the constitutional prudential threshold.

Over PLN 200 billion, i.e. 4.81%, was planned for national defense. GDP, intended for the modernization of the army and strengthening security. PLN 247.8 billion (6.81% of GDP) is to be allocated to health care, and PLN 53.9 billion to investments in roads and railways, including PLN 20.1 billion directly from the state budget.

The Prime Minister pointed out that despite very tight finances – related to, among others, with high spending on defense and social affairs – the number of amendments to the act was small. — This is probably a record in a positive sense. The budget is intact and has the majority – said Tusk.
The amendments adopted by the Senate included, among others: handover approx. PLN 3 million for the book purchase program by the National Library at the expense of the budget of the Constitutional Tribunal and a transfer of approximately PLN 5 million to the European Solidarity Center from the budget of, among others, Institute of National Remembrance.

The president has seven days to decide whether to sign the bill or refer it to the Constitutional Tribunal. Czarzasty pointed out that the coalition is counting on the president's signature, but if the bill is referred to the Constitutional Tribunal, the budget will be implemented anyway. — No malice has any power here – added Tusk, commenting on President Nawrocki's potential veto.
