“Second pension from ZUS”. How to submit an application? Who can get it?

On retirement People who have worked abroad for part of their lives can count on benefits not only from the Polish system. Thanks to EU regulations and international tax agreements, it is possible to combine benefits from different countries and avoid double taxation.

The Polish pension system allows you to receive benefits from more than one country, provided you meet the criteria set by both countries.
In Poland, you are entitled to a pension after reaching retirement age (60 years for women, 65 years for men) and the required length of service: 20 years for women and 25 years for men. Years of work in other European Union countries may be added to this period if the required experience is missing only in the Polish system.

EU pensioner
According to Infor.pl, in Germany the minimum insurance period (the so-called Wartezeit) entitling you to a pension is five years. For comparison, in the UK it's about 10 years.

Pensions. Double taxation? International agreements protect retirees
One of the most important issues when collecting pensions from two countries is taxes. Pensions paid in Poland, including those abroad, are subject to income tax and health insurance contributions. However, Poland has concluded double taxation agreements with many countries, including Germany. This means that a pension paid from Germany to a person living in Poland is taxed only in Poland, which eliminates the risk of double taxation.

Pension. How to apply for a foreign pension? ZUS explains
Formalities related to obtaining a pension from abroad are handled through the Social Insurance Institution. The application for the second pension is submitted to ZUS, which forwards the documents to appropriate institutions in other EU or EFTA countries.
The application must be accompanied by the EMZ form (annex for foreign pensions) and the EU form E 207 PL, which indicates all the countries in which the work was performed.
It is also necessary to present documents confirming periods of employment and the amount of earnings, such as employment certificates, insurance cards or documents from university or military service.
The application can be submitted in person at a ZUS branch, via the Electronic Services Platform (PUE), using a trusted profile or electronic signature.
