In Krasnoyarsk, after a break, bidding for the placement of temporary facilities will resume. The first to be put up for sale will be spaces for mobile retail outlets selling hot drinks, that is, so-called coffee machines.
As the mayor's office said, a list of 11 places has already been formed. These are sites on Mira Avenue, Karl Marx Street, Central and Yaryginskaya embankments, and Oktyabrsky Lake Park. Places for bidding were determined taking into account urban planning analysis: they studied zones with special conditions for the use of the territory, the requirements of sanitary and epidemiological, fire standards and regulations, as well as plans for the improvement of the city and other aspects.
“Coffee machines have long been the hallmark of Krasnoyarsk. This type of business must be preserved, but at the same time, the owners of these outlets must be on equal terms with other entrepreneurs who operate temporary structures,” the city administration noted.
The agreement for the placement of coffee machines will be concluded for 7 years. Entrepreneurs will be required to undergo the procedure of coordinating the external appearance of structures with the architecture department.
Now preparatory work is underway to start the procedure; the urban planning department is making changes to legal acts to make it possible to conclude agreements with entrepreneurs based on the results of tenders.
“We plan to hold the auction in the first quarter of 2026. We are also working on filling out the interactive map of Krasnoyarsk, namely the “temporary structures” tab. In addition to all legal objects, we will note the addresses that the department urban planning will determine for the organization of tenders. This will increase the openness and involvement of business,” said the head of the department, Sergei Shikunov.
