His case is added to a long list of definitively convicted persons whom the Romanian state has not been able to bring to the country to serve their sentences.
Rapper Wiz Khalifa was sentenced on Thursday, December 18, to 9 months in prison by the Constanța Court of Appeal for using drugs on stage at the “Beach, Please!” festival. in 2024, according to the meeting minutes. Prosecutors have shown that Wiz Khalifa, on July 13, 2024, at around 11:55 p.m., when he “took part in the Beach Please festival in the Costinesti resort”, “unlawfully possessed” approximately 18 grams of cannabis.
Prior to the inclusion of Wiz Khalifa on the list of famous fugitives, the most recent appearance was the manele singer Dani Mocanu. He left Romania before the sentencing for attempted murder and was found in Italy, in Naples. Initially detained by the Italian authorities, Dani Mocanu is currently under house arrest and is waiting for the court to decide on the extradition request made by the Romanian state in January 2026. Judges in southern Italy, however, are known for ruling in favor of those contesting extradition.
Another important name on the list of fugitives is Sorin Oprescu, former general mayor of the Capital, definitively sentenced to 10 years and 8 months in prison. He fled to Greece, and in 2022 the Greek authorities rejected the first extradition request. Romania subsequently submitted a new request, which is to be analyzed, most likely, next year, but the chances of a favorable decision are considered low.
Ionel Arsene, former PSD leader and president of the Neamț County Council, convicted for acts of corruption, is also on the list. Arsene fled to Italy, where the courts rejected the extradition request made by the Romanian authorities.
In parallel with these cases, the mercenary Horațiu Potra was brought from Dubai last month, the procedure being a quick one for the Ministry of Justice. Potra publicly announced that he wanted to be brought to Romania, which simplified the authorities' steps.
