RegioJet responds to UTK. There are allegations of unequal treatment

Today, UTK reported that On December 16, 2025, the President of UTK initiated ex officio administrative proceedings regarding RegioJet's violation of the ban on unlawful practices violating the collective interests of passengers in rail transport. The case concerns the failure to fulfill the obligation to transport people as of December 14, 2025, to the extent made public. These are 23 connections on the routes Kraków – Warsaw – Gdynia and Warsaw – Poznań.

The carrier was asked to provide explanations. He has 14 days from receiving the notice of initiation of proceedings to send them.
The President of UTK emphasized that he does not accept the non-operation of connections included in the train timetable. “Repeated cases are unacceptable when connections are not launched despite a previously issued open access decision, and applicants and organizers of public collective transport resign from assigned train routes after the timetable is approved and published by the infrastructure manager. This reduces passengers' confidence in the railways,” UTK pointed out.

UTK initiates proceedings against RegioJet. The company responds to the regulator
In a statement sent to Business Insider, RegioJet argues that the regulator's announcement misleads the public and unfairly positions it as an entity acting to the detriment of passengers.
“RegioJet opposes claims that it has committed illegal activities or violated the interests of passengers, as stated by the Office of Rail Transport (UTK) in its press release,” it said.
The Czech carrier emphasizes that its entry into the Polish market takes place under conditions of full commercial risk, without support from public funds. In this context, RegioJet draws attention to the special role of UTK, which – according to the company – should ensure equal treatment of all market participants, especially new and smaller players..
In its statement, RegioJet also refers in detail to the causes of the problems that appeared at the beginning of its operations in Poland. “The recruitment process for some positions, in particular train managers, is slower than we would likehowever, it is still ongoing, and we offer much better conditions to those interested in employment than other railway carriers. At the same time, there were delays in the construction of technical facilities“- we read.
As the carrier emphasizes, these difficulties were not hidden from the public or passengers. At the same time, RegioJet assures that it is working intensively to launch the full network of planned connections as soon as possible.

RegioJet passengers were to receive full compensation
In its position, the company strongly emphasizes the issue of protecting the interests of travelers. RegioJet advises that all passengers affected by the cancellations or changes have received appropriate compensation. “All passengers affected by the delays were personally contacted, apologized, and ticket fees were immediately refunded in full, without the need to file complaints. Additionally, as compensation, we awarded a bonus of PLN 100” – said the Czech company.
An alternative to the canceled services was to be regular connections on the Kraków-Warsaw-Gdynia route, operated every day. According to the carrier, such actions prove that the interests of passengers were and remain a priority for the company.

In its statement, the Czech company also strongly rejects information about the alleged cancellation of over a thousand connections, i.e. approximately 250,000. places. The company refers to this data as untrue and emphasizes that similar – and even more serious – problems also occurred with other carriers. Despite this, only RegioJet was publicly mentioned in the UTK announcement.
In the company's opinion, such selectivity of the regulator's actions raises doubts as to the equality of market supervision. The carrier is afraid that the consequence may be that the routes assigned to it may be taken away and handed over to PKP Intercity.
