Krasnoyarsk residents were explained whether the resource supplying organization itself can cancel paper payments

Krasnoyarsk Rospotrebnadzor received an appeal from a resident whose elderly grandmother stopped receiving paper receipts for utility services. Since the pensioner does not use the Internet, the family is concerned about the legality of such actions. The department provided clarification.

According to the Law “On Protection of Consumer Rights”, the service provider is obliged to provide consumers with complete and reliable information. The homeowner himself determines how he wants to receive bills – on paper or electronically. This method must be specified in an agreement with the resource supplying organization.
As a general rule, unless the consumer has chosen another method, receipts must be received in paper form. To transfer a person to electronic payments, the company must send him an appropriate proposal and enter into an additional agreement. However, the tenant cannot be obligated to receive documents in only one format.
Thus, if the grandmother did not sign consent to electronic receipts, the resource supplying organization is obliged to restore the sending of paper payment documents. They can also be duplicated by email if it is convenient for other family members. In case of refusal, residents can file a complaint with the regulatory authorities.
