In Krasnoyarsk, City Council deputies checked the disposal of hazardous waste

Deputies of the Krasnoyarsk City Council held an off-site meeting of the standing commission on environmental protection and the formation of a healthy lifestyle at an enterprise that disposes of hazardous waste. In addition to the deputies, representatives of the Department of Municipal Economy and Transport and the City Chamber of Control and Accounts took part in it.
The Termika company uses special equipment to neutralize objects that pose a threat to people and the environment, for example, medical and biological waste, containers and rags soaked in petroleum products, various filters, used sleepers, pesticides, and medications. And this is only a small part of the list. An incinerator—equipment for thermal waste disposal—is installed in one of the enterprise’s workshops. In it, combustion occurs at very high temperatures, which allows several times to reduce the volume of waste sent to landfills.
“The capacity of this installation is two tons of solid waste per hour or one ton of liquid waste. Combustion temperature – 850 degrees. The ash residue obtained as a result of such heat treatment is burned out at a temperature of 1200 degrees,” the company’s general director Alena Pasyuk explained to the deputies.
The equipment has a multi-stage gas purification system, which prevents atmospheric air pollution. And the water used to cool the ash residue enters the heating system of the workshops and administrative building and gives the organization the opportunity to save on coolants.
Now the company cooperates with many organizations in Krasnoyarsk and the Krasnoyarsk Territory, as well as other regions. In particular, Termika receives hazardous waste from the Krasnoyarsk waste sorting plant, which receives MSW produced by city residents and businesses.
“The city has many problems related to waste management, including hazardous waste. But deputies are systematically and quite closely involved in environmental issues. Among them are the organization of separate waste collection, its processing, the use of secondary raw materials, the elimination of unauthorized landfills, the installation of container sites, the installation of containers and ash collection, and the storage of waste at landfills. One of the important steps is that from September 2024, garbage that is collected in the left-bank technological zone of the city, following garbage from the right-bank zone, also began to pass through the waste sorting complex. A portion of hazardous waste is selected from the total volume and sent to Termika for subsequent neutralization,” noted Artyom Rechitsky, Chairman of the City Council Standing Committee on Environmental Protection and Promotion of a Healthy Lifestyle, following the results of the off-site meeting.
But the problem of hazardous waste is not completely solved. In Krasnoyarsk, it is necessary to create a system in which all city organizations will directly cooperate with companies such as Termika, and not try to solve their problems at someone else’s expense. For example, the administration of the regional center is forced to conclude contracts with the enterprise for the destruction of not only dead stray animals found in the city, but also for the neutralization of the contents of unauthorized cattle burial grounds, for which the livestock owners must bear financial responsibility.
As Alena Pasyuk said, the organization has a reserve capacity, the company is ready to accept waste for neutralization. But many Krasnoyarsk entrepreneurs try to circumvent the law, even realizing the damage they cause to the ecology of Krasnoyarsk. Among those who send hazardous waste not for neutralization, but into ordinary trash cans, are car service centers, gas stations, car washes and even dentists. Not all veterinary clinics that take away deceased animals from the population under the pretext of cremation are also honest with clients and the law.
But ordinary residents of Krasnoyarsk are more responsible. The Termika company has a socially oriented project, within the framework of which the company periodically and completely free of charge collects batteries, mercury lamps and thermometers from the population. City educational organizations – kindergartens, schools, technical schools and universities – are willingly participating in this project.
“According to current legislation, we do not have the right to process these types of waste and collect them from legal entities,” said Alena Pasyuk. — This is done by the federal environmental operator, part of Rosatom. But our company can legally cooperate with the public on this issue. Every year they give us about half a ton of batteries. And many Krasnoyarsk residents are ready to bring us other hazardous waste.”
For example, some city residents call the company after a general cleaning of the garage and ask if they can return motor oil cans or car filters. The company accepts this waste for money, but this does not stop many ordinary city residents.
