In Krasnoyarsk, the former deputy director of the department for coordinating the activities of organizations in the field of agricultural sciences of the Russian Ministry of Education and Science and the head of a commercial organization received 8 years in prison for bribery.

It was established that in 2022, a 34-year-old official offered to assist the executive director of Krasnoyarsk KM-FINANCE LLC in concluding government contracts for the purchase of agricultural machinery leasing services. For patronage in recognizing the company as the winner, he demanded a bribe in the amount of 2% of the cost of the supplied equipment and ordered the money to be transferred to the accounts of individual entrepreneurs under his control.

In 2022–2023, the deputy director of the department organized the sending of commercial proposals to scientific institutions on behalf of the company and recommended concluding government contracts with it. As a result of the auctions, 33 government contracts were concluded with KM-FINANCE LLC for a total amount of 930.4 million rubles, of which more than 597.1 million rubles were for the cost of equipment. A representative of a commercial organization undertook to transfer 11.9 million rubles as a bribe to a civil servant. As the contracts were fulfilled, he received part of the promised amount in the amount of 6.85 million rubles.

Regional prosecutor Roman Tyutyunik, who spoke in the debate, emphasized that for a bribe an official should only receive a harsh punishment and deprivation of his position: “The characteristics and data on charitable activities presented by the defense should not soften the punishment, because the generosity of the defendant appeared only after the initiation of the case.”

Before sentencing, the defendants addressed the court. In his last word, the ex-official expressed gratitude to his loved ones and stated his awareness that true value does not lie in material wealth. He admitted that he did not expect to be in the dock and asked the court for “justice and mercy.” His accomplice explained that he was “not strong in the legal field” and “always worked honestly,” but, realizing his actions, he assisted the investigation, admitted guilt and repented, and therefore asked not to deprive him of his freedom.

The court found the men guilty of giving (Part 5 of Article 291 of the Criminal Code of the Russian Federation) and receiving a bribe (Part 6 of Article 290 of the Criminal Code of the Russian Federation) and sentenced each to 8 years in a maximum security colony with a fine of 11.9 million rubles. In addition, the bribe-giver was banned from supplying goods for government needs for 6 years, and the ex-official was deprived of the right to hold leadership positions in the civil service for the same period, and the equivalent of the bribe received (6.8 million rubles) and the instruments of the crime: a laptop and mobile phones were confiscated from him.
