The agreement on cooperation between the Polish and Ukrainian tax administrations was concluded on Thursday by the Deputy Minister of Finance, the head of the National Tax Administration, Marcin Łoboda, and the head of the State Tax Service of Ukraine, Lesya Karnaukh. This includes: for the exchange of information and preparation of Ukrainian officials for the implementation of EU law.

During the ceremonial signing of the “Memorandum of Understanding” at the National Museum in Lublin, the Head of the National Tax Administration mentioned three areas of cooperation: current activities and exchange of information, combating cross-border organized crime and preparing Ukrainian officials for the implementation of EU law.

According to Deputy Minister Łoboda, the third level of cooperation is the most important. – European Union law changes virtually every day. Most of these changes are introduced at the end of the year, and therefore change management is very important from the point of view of correct, but also full implementation of EU law when it comes to taxes and information exchange, he said.

He assessed that the Polish side would also use Ukraine's experience gained during the war to know how the tax administration should behave if “something bad” happened. – We must be prepared for the state budget revenues to be unwaveringly collected by the National Revenue Administration – said Łoboda.

The deputy minister told journalists that the previous cooperation between Poland and Ukraine “was not based on the provisions of the bilateral agreement.” – The memorandum will allow us, in a certain light of the law and our willingness, to exchange this information, organize joint training and exchange experiences – he enumerated.

The acting head of the Ukrainian Tax Service, Lesya Karnaukh, stated that the signing of the memorandum is the culmination of many years of friendship between the two countries. She admitted that joining the European Union was an important topic for Ukraine and a “difficult and complex task” and expressed satisfaction with Polish assistance. – We highly value Poland's experience in this area – added Karnaukh.

The National Tax Administration is a specialized government administration that performs tasks related to the collection of revenues from taxes, customs duties, fees and non-tax budget liabilities. It protects the interests of the State Treasury and the customs territory of the European Union. Provides service and support to taxpayers in the proper performance of tax and customs obligations.
