Central Statistical Office on the housing market in 2025. Declines in new investments


In the analyzed period, the number of apartments put into use decreased by only two units compared to the same period in 2024. In turn, the usable area of new apartments amounted to 12.8 million sq m, which means a decrease by 1.9%. compared to last year. The average usable area of newly completed residential premises also decreased – from 89.9 sq m. in 2024 up to 88.2 sq m in 2025. In single-family buildings it was on average 126.8 sq m, and in multi-family buildings – 51.2 sq m.

Housing market in Poland. Most construction takes place in these voivodeships
The Central Statistical Office indicated that the fewest new apartments were built in the Opole voivodeship (1.2% of the total), Świętokrzyskie (2%) and Warmian-Masurian voivodeship (2.4%). The largest number of premises were delivered in Mazovia (21.3%) and Greater Poland (10.7%). Average number of apartments per 1 thousand inhabitants nationwide was 3.9, with the Masovian Voivodeship recording the highest result – 5.6 apartments per 1 thousand. people.
Similarly to last year, most new apartments (62.7%) were built by developers, and 33.7%. by individual investors. The remaining 3.6 percent facilities were built as part of cooperative, municipal, social rental and company construction.

Central Statistical Office reveals. Decrease in construction starts
According to the Central Statistical Office data, the number of housing construction starts in the first three quarters of 2025 amounted to 166,000, which means a decrease of 8.5%. compared to last year. The vast majority of them – 60.3 percent. — is intended for sale or rent, and 37.8 percent these are apartments in individual construction. The remaining 1.9 percent were cooperative, municipal, social rented and company apartments.
In the period from January to September 2025, 192.8 thousand building permits were issued. apartments with a total usable area of 17.2 million sq m. Compared to the previous year, the number of permits decreased by 12.6%, and the area of apartments decreased by 5.6%. The average area of apartments for which permits have been issued in single-family buildings will be 123.7 sq m, and in multi-family buildings – 53.4 sq m.
The Central Statistical Office also noted slight increases in non-residential construction, which is an exception to the general declines in the residential sector.
