The Senate decided on the Fiscal Council. The presidential candidate was rejected

The Council will start operating on January 1, 2026, and its tasks will include assessing macroeconomic forecasts and monitoring the compliance of the budget with fiscal rules.

Six members of the Fiscal Council with Senate approval. Just not for the presidential candidate
In the votes, the Senate approved Dr. Sławomir Dudek and five members of the Council as chairman of the Council: Wojciech Niemyski, Andrzej Torój, Marcin Wroński, Jacek Tomkiewicz and Michał Bitner. Each of them was designated by various institutions – from the Supreme Audit Office to the Council for Social Dialogue and the Joint Commission of the Government and Local Government – which is to guarantee pluralism and the expert nature of the body's work.
The only candidate who did not receive the support of senators was Barbara Brodowska-Mączka. 27 senators voted in favor of its appointment, 39 were against and eight abstained. Despite the earlier support of her candidacy by the Sejm, the upper house indicated that, in their opinion, she did not meet the requirements of independence. Brodowska-Mączka has been associated with the Ministry of Finance and the Chancellery of the President for years.

Experts with extensive experience. Who are the members of the Fiscal Council?
The Council will be headed by Sławomir Dudek – an economist, head of the Institute of Public Finance, previously a long-time employee of the Ministry of Finance and an expert of FOR, NIK and employers' organizations. The team also included specialists in economics, financial law and economic policy.

Wojciech Niemyski has been working at the Supreme Audit Office for many years, and he also gained experience in tax administration.
Prof. Andrzej Torój from SGH has worked in the Ministry of Finance, the National Bank of Poland and in the consulting sector.
Marcin Wroński, economist at the Warsaw School of Economics and member of the Polish Financial Supervision Authority, worked, among others, at the World Bank and the Polish Financial Supervision Authority.
Prof. Jacek Tomkiewicz is the dean of the College of Finance and Economics of the Leon Koźmiński University, previously an advisor to the Minister of Finance.
Michał Bitner, in turn, combines academic work at the University of Warsaw with consulting for local governments and public administration.
Fiscal Council – the most important tasks and the date of commencement of work
The Fiscal Council, which will start operating on January 1, 2026, is to act as the guardian of the stability of state finances. Its competences will include assessing the macroeconomic assumptions of the state budget, giving opinions on the compliance of financial plans with national and EU fiscal rules and monitoring the medium-term budget framework. The authority will also analyze the effectiveness of fiscal policy and warn against actions that may increase debt risk.
The establishment of the Council is intended to strengthen the credibility of Polish budget policy and ensure greater transparency of the budget creation process. Although one candidate was rejected, the government hopes that the new body will become a key element in the supervision of public finances in the coming years.
