The prosecutor commented on the criminal case against the ex-mayor of Krasnoyarsk Vladislav Loginov

In the Krasnoyarsk Territory, the most high-profile corruption criminal case was the case of the former head of Krasnoyarsk Vladislav Loginov, it involves 12 defendants. Regional prosecutor Roman Tyutyunik announced this at today's press conference.
Loginov himself is accused of receiving a bribe of 187 million rubles from the general director of a commercial organization, for which he ensured victory in the tender for repairs of Krasnoyarsk roads for illegal compensation. According to investigators, the official committed the crime in the period from 2018 to 2024, when he successively filled the positions of first deputy head of the city and mayor.
“In 2023, a prosecutor’s audit showed that the Krasnoyarsk administration gives preference to competitions rather than auctions. We understood that the conditions of the competition could be specified for a specific contractor, which cannot be done with an auction as a mechanism for fair competition. With our act of prosecutorial response, we drew the attention of officials to the situation, but there was no reaction. After this, the mechanisms of operational-search activities were activated and a decision was made to initiate a criminal case. Our investigative authorities have collected materials on a cartel conspiracy against an organized criminal group. The regional antimonopoly service provided assistance in the investigation and confirmed the existence of a cartel conspiracy. The case differed from others in the length of time it took to unravel the chains of corruption, the identification and disclosure of conspiracy schemes for criminal activity, and the multi-stage nature of the mediation scheme. Last week, the preventive measure was extended for several defendants in the case,” said prosecutor Roman Tyutyunik.
