He indicates that the United States is changing its priorities — instead of competing with China internal security and the treatment of the entire Western Hemisphere as a US sphere of influence come to the fore. The strategy refers to the 19th-century Monroe Doctrine, presenting the “Trump addition” as its modern version.
The authors of the document claim that greater responsibility for stability in individual regions of the world should rest with the allieswhile the United States is expected to coordinate and support a network of partnerships, but with less involvement of its own.

The strategy also emphasized moving away from the “unfortunate idea of global domination” of the US, while striving to maintain the “balance of power”so that no power can gain a dominant position. The criticism also applies to Europe.
In the part concerning the European continent, it was concluded that the key should be, among others, “restoring stability in Europe and in relations with Russia”, giving Europeans responsibility for their own security, preventing the domination of a “hostile power”, correcting current political trends in Europe and moving away from the vision of NATO as a constantly expanding alliance. Document also criticizes European responses to Russia's war against Ukraine.

It also pointed out that many European minority governments operate in a way that violates democratic principles in order to limit the opposition. The Kremlin, in turn, welcomed the new American National Security Strategy, in which The United States moves away from labeling Russia as a 'direct threat'. Presidential spokesman Dmitry Peskov, quoted by Reuters, he called it a positive change and announced that Moscow would “carefully analyze” the new document before formulating full conclusions. – We certainly need to take a closer look at it and analyze it – he emphasized.
He expressed hope that this could be treated as “a modest guarantee that it will be possible to at least constructively continue working together to find a peaceful solution to the Ukraine issue”.
