Hong Kong elects a Legislative Council. Turnout may be record low


Why is this important?
The elections in Hong Kong are another step in the process of Beijing limiting the autonomy of this region. The new electoral system, introduced in 2021, reduces citizens' influence on the selection of representatives, and the verification of candidates in terms of “patriotism” eliminates the pro-democratic opposition. As a result, Hong Kong, once a symbol of freedom in Asia, is becoming increasingly subordinated to China's central government.
What does the new electoral system look like?
161 candidates are running for 90 seats in parliament, but only 20 of them will be directly elected by over 4.13 million eligible citizens. The remaining 70 seats will be filled by representatives of narrow professional groups and a special committee of electors loyal to Beijing. Such a system significantly limits the influence of residents on the composition of the Legislative Council.
Polling stations will be open until 11.30 p.m. local time (4.30 p.m. in Poland), and the results are to be announced on Monday.

What has the 2021 reform changed?
The new electoral law introduced by the Chinese authorities introduced mandatory verification of candidates in terms of “patriotism”, which in practice means loyalty to the Chinese Communist Party. The reform has effectively excluded the pro-democratic opposition – its leaders are imprisoned or in exile. In the previous 2021 election, turnout was a record low 30.2%, and current forecasts are even worse.
How does tragedy affect elections?
The recent fire in the Wang Fuk Court housing estate, which killed 159 people, deepened the political apathy of residents. Hong Kong authorities fear that the tragedy will be used to criticize their actions, which is why several people have been arrested under the national security law. At the same time, the administration appeals for participation in the elections, presenting it as an act of support for the city in a difficult time.
