At the session of the Legislative Assembly of the Krasnoyarsk Territory, amendments to two laws on the organization of passenger transportation by public transport were adopted in the first reading.
Transport Minister Dmitry Zotin explained that the need to change laws is caused by the new territorial structure of the region. Now some of the routes that passed through the territory of several municipalities ended up in one. Therefore, the bills stipulate issues of ensuring equal access to public transport services, maintaining travel benefits, and the powers of local authorities to organize transportation.
Members of Parliament Vera Oskina, Alexander Boychenko, Vladimir Chernyshenko, Andrey Ignatenko drew attention not to the need to create a new regional model of the route network. Ilya Zaitsev proposed taking into account social interests when developing it: synchronizing the work of transport and social institutions.
“There are difficult moments when teachers from one locality need to go to the clinic to undergo a medical examination in order to be allowed to work. The bus does not depart with the same regularity and does not coincide with the clinic’s work schedule,” the deputy noted and offered assistance in this work.
Chairman of the Legislative Assembly Alexey Dodatko emphasized: “Not all decisions depend on the transformation of the local government system. We should not approach this arithmetically, simply because the boundaries have changed. The same medical districts will also require new solutions. On the one hand, we, of course, mean that the system for receiving municipal or state services should not change for a person. On the other hand, we may have new centers of attraction in the territory, for example, sports teams will go to competitions from one district to another, because there is an excellent fund there.” The speaker of the regional parliament suggested not delaying the work on reforming the route network.
Chairman of the Committee on Economics and Tax Policy Egor Vasiliev said that this issue is already in the work of the committee and will be considered in the first quarter of next year. He asked fellow deputies who know the situation in their districts to send specific proposals to the committee: what to pay attention to when creating routes.
