As Dmitry Medvedev, chairman of the United Russia party, noted, it is the absolute leader in representation at the local level: its members make up 84% of all municipal deputies, and their total number exceeds 130 thousand people.
Addressing those gathered, Dmitry Medvedev emphasized that “working as a municipal deputy is not a privilege, but a special responsibility and a very difficult challenge.”
“The whole stream of the most difficult issues that people face comes to you. It's not an easy job. It is you who ensure effective control of various issues and contact with voters. This gives special value to your work. This makes United Russia a truly people's party. “I sincerely thank you for the work you are doing,” said Dmitry Medvedev.
He also set tasks for the corps of municipal deputies from United Russia for 2026. First of all, this is a continuation of strengthening interaction with the primary branches of the party.
“Another important task is to support the participants of the special military operation and their families. Many of you are constantly collecting humanitarian aid, sending it to the front line, and helping loved ones of the Northern Military District participants. This work must be continued until the goals set by the President are achieved. It is equally important to support the veterans who became your colleagues as a result of your election. This year, 890 veterans became deputies. Municipal deputies of the Donetsk and Lugansk People's Republics, Zaporozhye and Kherson regions also need support. You also need to share information and practices with them. We need to look at the rooting of the Russian system of power in historical territories,” Medvedev emphasized.
Particular attention was paid to the People's Program. The chairman of the party said that the absolute majority of the obligations taken in 2021 have been fulfilled, and this is the result of the work of a large number of people, including municipal deputies. According to him, a report on its implementation and the collection of proposals for a new program will ensure the party victory in the upcoming elections.
Secretary of the General Council of United Russia Vladimir Yakushev added that before the 2026 election campaign it is necessary to reboot all parts of the party infrastructure and rebuild work with the municipal level, linking it with the activities of primary branches.
During the forum, Dmitry Medvedev was presented with initiatives, including the creation of coordination deputy groups, a digital platform for the exchange of experience and the annual “People's Deputy” competition. They all received support.
At the end of the event, Dmitry Medvedev presented the Order of Courage to deputy from Makhachkala Khabib Khamutaev. Summarizing the speech, he stated that love for the Motherland and the feat of the heroes of the Northern Military District are the bond that returns the country to the state of a single people. “It is on these values that the program of our party, United Russia, is based,” he emphasized.
Let us recall that 2025 was declared by the party as the Year of the Municipal Deputy, during which thematic forums were held throughout the country to exchange best practices.
