The Ministry of Transport proposed to automatically fine people through a facial recognition system

The Russian Ministry of Transport has developed a bill allowing automatic fining of violators on railway tracks using biometric data without the consent of citizens. The corresponding amendments to the laws “On Personal Data” and “On Railway Transport” have been published on the portal.
“The establishment of such a norm will be an effective measure to prevent administrative offenses in railway transport, due to the inevitability of prosecution for each such offense,” the Ministry of Transport said, reports Parlamentskaya Gazeta. The department emphasized that the initiative is aimed at reducing mortality on the railway infrastructure.
The Center for Biometric Technologies denied the technical possibility of using the Unified Biometric System for automatic fines. The Ministry of Digital Development also clarified that the bill has not yet been submitted to the department for approval.
Statistics show that in 2024, 1.1 thousand people died on railway tracks, and in seven months of 2025 – 580 people. The bill provides for the installation of photo and video recording cameras in high-risk areas, similar to the system for recording traffic violations.
