State Duma deputies answered the questions of Norilsk youth / Economics of Krasnoyarsk and Krasnoyarsk Territory / Newslab.ru


Deputies of the State Duma of the FS of the Russian Federation Alexei Veller, Vladimir Novikov and Pavel Simigin met with Norilsk youth – representatives of youth parliaments at the State Duma of the Russian Federation, the Legislative Assembly of the region and at the City Council of Norilsk, as well as participants in the “100 good deeds” project. Deputies of the local city council also took part in the discussion of various issues.

The meeting was held in the “question-answer” format: after the brief introductory words of federal deputies, young people were given the opportunity to ask questions of interest and share initiatives.

As Alexei Weller noted in his welcoming word, questions that are interested in young people in different regions of Russia are mostly similar, but young people living in the Arctic are currently more opportunities for self -development and career growth:

“I assure you, it is much more difficult to prove yourself in megacities, and the northern regions are now under the special attention of the state, and it is Norilsk and similar cities – the best starting platform for young people,” he emphasized.

But young people living in the Far North must be motivated so that they remain and work in the small homeland, helping to develop the Arctic, according to the member of the Youth Parliament of Norilsk Gleb Shin. His question is what the state is doing to keep young people in the Arctic, and why are conditions that are more profitable than those offered to local ones are being created for those invited to work in the Far North. As explained by Alexei Weller, the solution to this problem is currently a key task of authorities at all levels.

The existing shortage of personnel in the north has to be replenished with visitors, but measures are being taken in parallel to hold specialists living in the Arctic territories: comfortable living conditions are created, mechanisms are being introduced for solving the housing issue (Arctic mortgage). In the supporting points of the Russian Arctic, to which Norilsk also belongs, master plans are developed and implemented, designed to bring life in these cities to a better level. And these positive changes are already taking place and are felt, young deputies confirmed the young participants in the meeting.

State Duma deputy Vladimir Novikov added that the priority task of the state is to provide residents with social services, primarily, medicine, education, the opportunity to conduct leisure and sports and play sports. Today, in order to achieve these key goals, power authorities implement various programs to attract specialists to the Arctic – the payment of “lifting”, and providing housing. In parallel, work is underway to reform the sphere of higher education:

“Now the federal law is being prepared for adoption, which will oblige universities to conclude contracts with enterprises where bungers will practice and subsequently work for a certain period,” the parliamentarian said, explaining that this will help to avoid “skews” in the labor market, when universities release a lot of specialists who later cannot ensure employment.

Another question that interests Norilsk youth is the monthly federal payments to veterans of military operations: now they are about 4.5 thousand rubles throughout the country, says Maria Balakina, a member of the Youth Parliament of Norilsk, wondering why the northern coefficient will not be applied to this benefit. Here the answer is simple, the State Duma deputies explain: these payments are for participation in hostilities, and here the principle of their increase in the place of residence is not applicable, because all the current veterans performed the same tasks, regardless of which territory they went to the service and where they live at the moment.

Another young parliamentarian Norilsk, Alexei Feh, asked the question of whether the construction of the railway in our region is planned, which will connect it with the “mainland”. As the State Duma deputies noted, this project has been worked out for many years, but it is still impossible to implement this economically in existing realities. Therefore, the state relies on the development of interregional air traffic and the ice class transport fleet for the Northern Sea Route with the creation of all the necessary related infrastructure. In addition, additional benefits are introduced for certain categories of passengers in certain aircraft machines, and this work will continue, including for the popularization of domestic tourism in Russia.

Tourism is actively developing in Norilsk, emphasized the chairman of the youth parliament and the deputy of the local City Council Denis Kaminsky, adding that the city would not interfere with the attention of the federal authorities in terms of restoring the performance of the ski base (GLB), which does not work since the avalanche of avalanche in 2021: “We have a ski season much longer than in any other territory – even in any other territory – even in any other territory – even in any other territory – even in any other territory Now in June it would still be possible to ski and snowboards. But to restore the infrastructure that came into the decline, the municipality has no funds, ”he says. The situation is also complicated by the fact that the territory of the GLB is private.

The resolution of the issue, the State Duma deputy Pavel Simigin is sure, may be the participation of Norilsk in departmental federal programs, however, taking into account all the circumstances, a detailed study of the implementation mechanism of this project is necessary:

“Such initiatives are already implementing in other regions. For example, in 2026 it is planned to open a ski slope in the Primorsky Territory, where the creation of infrastructure, including funded from the federal budget. You need to work out all the aspects at the local level, connect the regional authorities and submit to participate in suitable federal projects – they are both through the Ministry of Sports and the Ministry of Development of the Arctic and the Far East, ”he said.

The meeting of Norilsk youth with deputies of the State Duma lasted more than an hour and, in the opinion, the young parliamentarians were truly “without ties”. Such an experience of communication will undoubtedly be useful for guys and girls who see their future in their hometown and are ready to develop the Arctic territories with their labor. And the prospect of joint work with regional and federal authorities in the implementation of initiatives will allow “pumping” young people's skills in their future social and political activities.
