Public hearings of the budget bill for 2026–2028 were held in Krasnoyarsk

Public hearings on the budget bill for 2026 and the planning period 2027-2028 were held in Krasnoyarsk. They were organized by the Legislative Assembly of the Krasnoyarsk Territory.
The format of public hearings provides an opportunity for residents of the region to assess the need to include in the expenditure portion those activities proposed by the government and the parliamentary corps, become familiar with the principles of budget formation, and formulate their proposals.
“Public hearings are one of the most important parts of the budget process and an important element of the policy for the formation of the main financial document of the region that is open, accessible and understandable to both specialists and residents of the region. Traditionally, representatives of all territories of the region, the expert community, deputies of the Legislative Assembly, members of the regional government led by the chairman, as well as representatives of the State Duma of the Russian Federation participate in the hearings. The event is organized by the budget committee together with local governments and business entities. We are confident that all obligations – both social and related to the implementation of regional development programs – will be fulfilled,” said Alexey Dodatko, Chairman of the Legislative Assembly of the Krasnoyarsk Territory.
The forecast for the socio-economic development of the region for 2026–2028, prepared by the regional government, outlines the key goals and expected results. The document was presented by Tatyana Magdibur, Minister of Economy and Regional Development of the Krasnoyarsk Territory. The main indicator is the volume of gross regional product. In 2025 it is estimated at 4.2 trillion rubles. By the end of the forecast period, in 2028, this figure should reach 5.3 trillion rubles. Over three years, growth will be 3.4%, and the average annual growth rate will be 1.1%. Already in 2026, it is planned to reach the mark of 4.6 trillion rubles. The average per capita GRP in the region consistently exceeds the Russian average by more than 20%, which confirms the high economic efficiency of the region. Investments will exceed the baseline forecast, reaching 1.46 trillion rubles in 2026. Unemployment will remain low at approximately 0.7%. Pensions and social benefits will grow faster than inflation.
Deputy Chairman of the Government of the Krasnoyarsk Territory – Minister of Finance of the Krasnoyarsk Territory Vladimir Bakhar reported on the parameters of the regional budget for 2026 and the planning period 2027-2028.
“Despite external restrictions, we maintain the pace of construction, major repairs and equipment purchases. The list of construction projects and objects for the three-year period includes 119 items, including projects for the 400th anniversary of Krasnoyarsk. Particular attention is paid to the development of Arctic territories, supporting cities and settlements. An important block is supporting territories in the context of the transition to a one-level model of local self-government. On behalf of the governor, we have adjusted the system of interbudgetary relations and increased funding in many areas. Since the budget was introduced a month and a half ago, a lot of work has been done in committees of the Legislative Assembly and at the federal level. Based on the results of the governor’s meetings with the heads of federal structures, additional funds were allocated to the region,” said Vladimir Bakhar.
Chairman of the Committee on Budget, State Property and Protection of Citizens' Rights Vladimir Chashchin expressed confidence that the budget parameters will lay a solid foundation for the sustainable development of the region. All obligations stipulated by the budget law will be fulfilled, and a balanced and systematic budget policy will maintain social and economic stability.
“The budget is balanced, and we count on further support from the federal center. Already, the region has been allocated an additional almost 3 billion rubles from the federal budget – these funds are taken into account in the draft regional budget. In addition, we expect the adoption of other systemically important decisions that will strengthen the financial base of the region,” noted Vladimir Chashchin.
The Accounts Chamber of the Krasnoyarsk Territory reviewed the results of the examination of the draft law on the regional budget for 2026 and the planning period 2027–2028. Acting Chairman Viktor Astrakhantsev said that the document generally corresponds to federal guidelines and priorities for the socio-economic development of the region. The budget parameters were formed taking into account changes in legislation, scenario conditions of the economy and the new system of local government.
Representatives of authorities, municipalities, and the business community made reports and proposals at public hearings. The hearing participants discussed the priorities of budget expenditures, focusing on social support, infrastructure development, industrial modernization and support for the northern territories. Based on the results of the hearings, a resolution was prepared; the document emphasized the need to further improve tax and budget legislation, streamline benefits, and develop cooperation in industry. It is recommended to ensure effective parliamentary control over expenses, continue open work with residents, and support best management practices in municipalities.
It is also recommended: to streamline preferential drug coverage, eliminating duplication of payments from different budgets; accelerate the transfer of unused federal facilities to the ownership of the region; intensify support for small and medium-sized businesses, including social entrepreneurship; continue the development of proactive budgeting and the practice of open dialogues with the population; strengthen control over the effectiveness of the implementation of state programs.
Participants in the public hearings drew attention to the need to support municipalities in the new system of local government and ensure an increase in salaries of public sector employees. The resolution will become the basis for finalizing the budget for the second reading. The hearing participants sent all recommendations to the government and the regional parliament for further refinement of the budget, taking into account the opinion of the population.
“The budget not only maintains the traditional social focus – more than half of the expenditures are aimed at healthcare, social policy, education, culture and sports – but also demonstrates continuity, continuing the logic of decisions laid down in previous years.
This gives confidence: both economic entities and industries are provided with the necessary budgetary resources. In strategic terms, the stability and continuity of the regional budget means that it is based on goal setting at the national and regional levels – the implementation of national goals, economic strategy and development strategy for the Krasnoyarsk Territory. And this, in turn, predetermines special responsibility for the implementation of decisions made and creates a reliable basis for the region’s further movement forward,” said Alexey Dodatko, speaker of the regional parliament.
