The US 28-point plan for Ukraine contains important elements for a just and lasting peace, but it is a foundation that requires additional work, said a statement issued Saturday by the leaders of Britain, France, Italy, Germany, Canada, Japan, Finland, Norway and the European Union.

Politicians assured that they are ready to engage in ensuring lasting peace in Ukraine in the future. They also announced further cooperation with the American and Ukrainian sides in the coming days.

Red lines: borders and army numbers

In the issued document, the leaders emphasized that “the borders cannot be changed by force” and expressed concern about “the proposed restrictions on Ukraine's armed forces, which would expose Ukraine to future attacks.”

They also repeated previous announcements that any elements of the peace plan relating to the EU or NATO “would require the consent of EU and NATO members, respectively.”

Diplomatic marathon: Johannesburg, Switzerland, Angola

The leaders stressed that the declaration was adopted collectively during their meeting in Johannesburg, on the sidelines of the G20 summit.

Security advisers representing Britain, France, Germany, the US and Ukraine will meet in Switzerland on Sunday to continue talks on the peace plan. According to Reuters, Russia is not to participate in these talks.

The European Union-African Union summit will begin on Monday in the capital of Angola, Luanda, where, as announced by the President of the European Council, Antonio Costa, a special meeting of all heads of government and EU countries will take place. The topic will be the peace plan for Ukraine.

On Thursday, Axios published details of the 28-point peace plan for Ukraine negotiated by the US and Russia. According to it, Kyiv is to undertake, among others: not to join NATO, limiting the number of troops to 600,000. soldiers and giving Russia part of the territory. In return, the Ukrainian side could count on security guarantees which – according to the website – are similar to those in force within NATO.

On Friday, Reuters reported that Ukraine, France, Germany and Great Britain are working on an alternative proposal to the US 28-point peace plan. One source told the agency that other European countries would likely also take part in developing the proposal.
