Trump's peace plan offers Ukraine security guarantees inspired by NATO Article 5 / Provisions included in separate document

“A significant, deliberate and sustained armed attack by the Russian Federation across the agreed ceasefire line on Ukrainian territory will be considered an attack that threatens the peace and security of the transatlantic community,” says a document attached to the peace plan proposed by the US, according to the American website Axios.

President Trump's peace plan for Ukraine includes a security guarantee inspired by NATO's Article 5 that would require the US and its European allies to treat an attack on Ukraine as an attack on the entire “transatlantic community,” according to a draft obtained by Axios.

These guarantees come in exchange for painful concessions demanded from Ukraine, including territorial ones.

Specifically, the 28-point plan presented to Kyiv simply says that “Ukraine will receive reliable security guarantees.”

But, along with this project, the US presented another document to the Ukrainians.

It states that any “significant, deliberate and sustained armed attack” by Russia on Ukraine “shall be considered an attack threatening the peace and security of the transatlantic community,” and the US and its allies will respond accordingly, including with military force.

The document includes spaces for the signatures of Ukraine, the US, the EU, NATO and Russia.

A senior White House official said Russia had been briefed on the project, but it was unclear whether President Vladimir Putin's signature would ultimately be required.

The security bond would initially be valid for a period of 10 years and could be renewed by mutual agreement.

A senior White House official told Axios that the proposal would have to be discussed with European partners and could undergo changes.

The official said the Trump administration views the proposed security guarantee as a “big win” for Zelenskiy and Ukraine's long-term security.

The draft document

This framework sets the conditions for a ceasefire between Ukraine and the Russian Federation and provides a security guarantee based on the principles of Article 5 of the North Atlantic Treaty, adapted to the circumstances of this conflict and the interests of the United States and its European partners.

The United States asserts that a significant, deliberate, and sustained armed attack by the Russian Federation across the agreed ceasefire line on Ukrainian territory will be considered an attack that threatens the peace and security of the transatlantic community.

In such a case, the President of the United States, in the exercise of constitutional authority and after immediate consultations with Ukraine, NATO and European partners, will determine the necessary measures to restore security.

These measures may include military force, intelligence and logistical assistance, economic and diplomatic actions, and other measures deemed appropriate. A joint assessment mechanism with NATO and Ukraine will assess any alleged violations.

NATO members, including France, the United Kingdom, Germany, Poland and Finland, affirm that Ukraine's security is integral to European stability and are committed to acting in concert with the United States in responding to any qualified violation, ensuring a unified and credible deterrence posture.

This framework enters into force on the date of signing and remains valid for ten years, renewable by mutual agreement. A joint monitoring commission led by the European partners, with the participation of the United States, will oversee its compliance.
