Bolojan claims a “suveica” type mechanism for employment in security companies: “The same people are subsidized several times”

Prime Minister Ilie Bolojan warned on Thursday, on the day the 2026 budget is expected to be adopted, that he found “abuses and very poor results” in the operation of some state programs. “An example comes from the area of employment policies through which we should encourage people to work and companies to create real jobs with legal forms,” said Bolojan.
The Prime Minister gave as an example a support scheme through which employers can receive 2,250 lei per month, for 12 months, if they hire people who have difficulties finding a job: unemployed for more than 6 months or over 45 years old, parents who raise their children alone.
Instead, the employer has the obligation to keep the person employed for at least 18 months.
“In 2025, the employment of more than 13,200 people was subsidized. In which sectors were the most jobs made? In construction, in industry? No. More than half, i.e. 6,816 people, in security companies. And another thing that raises questions is that these companies are concentrated in only a few areas of the country: Bucharest and the bordering area, Gorj and Galați,” said the prime minister on his page Facebook.

The same people are employed successively at different companies
In some cases, says the prime minister, the same people are subsidized more than once.
“Practically, a person is employed, the company receives the subsidy, and after a period the employment relationship ends by resignation. Later, the person in question appears employed at another company that accesses the subsidy again. Thus, a mechanism is created through which the same people are employed successively at different companies, and the companies repeatedly access subsidies from the unemployment insurance budget, without in reality there being a long-term integration in the labor market”, says Ilie Bolojan.
What Bolojan asked the Ministry of Labour
The Prime Minister believes that “the ambiguities in the law allowed such practices, and those who should have observed them did not do their duty.”
“We can no longer continue to direct public money to “suveica” type mechanisms just to take money from the state. For this reason, at the last government meeting, I ordered the Ministry of Labor to find solutions and take concrete measures to correct things related to this program. And let's support those who actually work in the real economy”, states Bolojan.
The budgetary impact of such a scheme, of tens of millions of lei, may seem relatively small on the scale of the entire budget, but the stake is higher than that, the prime minister emphasized.
The 2026 budget could be adopted by the Government on Thursday
The government could adopt the budget draft in a meeting after 5:00 p.m. on Thursday, March 12, after receiving the necessary approvals, otherwise it will be adopted in a government meeting on Friday morning, government sources told HotNews.ro.
The Economic and Social Council (CES) meets on Thursday at 15:00 to give its opinion on the budget.
Prime Minister Ilie Bolojan declared a day ago that the Government wants to approve the draft budget for 2026 by the end of the week, after which it will be sent to the Parliament for adoption.
