We are considering five solutions regarding changes in the so-called parliamentary mileage, regarding which the Speaker of the Sejm, Włodzimierz Czarzasty, has prepared a regulation – informed the director of the Speaker's office, Bartosz Machalica. As he said, the goal is to increase documentation of the use of cars by MPs.

Marshal of the Sejm Włodzimierz Czarzasty announced on Wednesday that he had signed an ordinance regarding changes to parliamentary mileage allowances, which will enter into force on January 1, 2026.

On Thursday, in the TOK FM program, Bartosz Machalica, when asked about this order, emphasized that in this case “several ideas and documents were inherited from former Speaker of the Sejm Szymon Hołownia and his team.”

Five ideas on the table

– There are five solutions. They will be presented to representatives (of each parliamentary club and group) to take into account all situations that may not come to mind at first glance, he said. Among the examples that complicate the matter, he mentioned the settlement of journeys divided into people who have combustion cars and electric cars. – There is no solution without flaws in this area – he added.

According to Machalica, one of the goals of the ordinance is to increase documentation of the use of cars by MPs. He emphasized that the current solutions arouse great public emotions. The methods of documenting journeys considered include: invoices or fuel cards.

New rules from January

In response to the comment that the ordinance is to enter into force on January 1, 2026, Machalica pointed out that the work on mileage mileage does not start from scratch. As he noted, the point is rather for club representatives to draw attention to situations “that may not be obvious and that will have to be taken into account in the final regulations.”

Machalica was also asked about the review of all documents regarding the security of the Sejm in the event of a threat, announced by Czarzasty. As he said, on the one hand, it is about the physical security of the parliamentary facilities. In this context, he mentioned, among others: protection against drones. On the other hand, he stressed, attention should be paid to the participation of the Speaker of the Sejm in the process of managing the state security system.

Machalica answered affirmatively to the question whether, after becoming the head of the office of the Speaker of the Sejm, he would continue to serve as a member of the College of the Institute of National Remembrance.

On Wednesday, the Speaker of the Sejm, Włodzimierz Czarzasty, appointed Marek Siwiec as the head of the Chancellery of the Sejm. His deputies will be Dariusz Salomończyk and Jerzy Woźniak. Bartosz Machalica became the director of the office.

Even though former Marshal Hołownia announced a change in the system of the so-called kilometers, the issue remained unresolved during his term of office. Czarzasty said that currently each MP has the potential to spend PLN 3,000. PLN per month for mileage. He noted that he did not suspect “any MP or female MP, including himself” of anything, but Polish society had the right to transparency. – After the introduction of this ordinance, society has the right to be convinced that these are very fair rules – said Czarzasty.
