Almost 2 billion rubles will be allocated for the development of culture in Norilsk in 2026

Today, November 21, Norilsk deputies began considering draft municipal programs for 2026 and the planning period 2027-2028. Core expenses began to be discussed at a meeting of the parliamentary commission on social policy.

Thus, it is planned to allocate about 2 billion rubles to the cultural sector in 2026, a significant part of which – about 1.8 billion rubles – from the local budget, another 7.5 million rubles will be added from the regional and federal budgets and about 110 million from extra-budgetary sources.

492.7 million rubles will be allocated to the “Cultural Heritage” subprogram. The funds will be used to complete library collections, organize the work of the computer literacy school and the Active Longevity University, and develop museum and archival affairs.

431.3 million rubles will be allocated for the “Art and Folk Art” subprogram. Here we are talking about the implementation of measures in the field of preservation and development of folk arts and crafts, as well as the organization of the activities of municipal cultural and leisure centers and a cinema.

Another subprogram is “Development of additional education in the field of culture”: the functioning of municipal institutions of additional education in this sector. 712.1 million rubles will be allocated for these purposes.

The fourth subprogram “Ensuring conditions for the implementation of the program and other activities” will receive funding in the amount of 302.5 million rubles. The funds will be used, among other things, to support talented children and youth, implement activities of the regional project “Family Values ​​and Cultural Infrastructure”, equip educational institutions in the field of culture with musical instruments, equipment and educational materials, and support volunteering in the field of culture.

“Despite the fact that next year’s budget is complex and deficit, in the cultural sector we managed to maintain all activities and ensure a balance in the use of funds. Of course, we understand that over the next year the program will be adjusted, including, I hope, in connection with the receipt of additional funding from various sources, since our institutions are actively participating in regional and federal grant programs,” noted Larisa Neplyakhovich, Chairman of the Deputy Commission on Social Policy.

Having examined the draft program “Cultural Development” for the next three years, the commission members agreed on it and recommended taking into account the proposed financing parameters when approving the budget of Norilsk for 2026-2028.
